Excellence education City to be constructed for labourers children: CM

Bhopal: Chief Minister Shri Shivraj Singh Chouhan has said that work to provide houses to labourers will be done in mission mode in the state. For this, Mukhyamantri Shramik Aawas Sangathan will be constituted. Mukhyamantri Nirman Shramik Pension Yojana will be implemented for registered construction workers. Minimum wages will be linked with inflation. Chief Minister Shri Chouhan was addressing Mazdoor Mahapanchayat at Jamboree Maidan here today. At the Mahapanchayat, Chief Minister Shri Chouhan made a number of announcements for labour welfare.

Chief Minister Shri Chouhan said that 46 more labour classes will be brought under the purview of Shram Nirman Karmkar Adhiniyam. He said that in the first phase, 10 thousand houses will be constructed for labourers in urban areas. Building and Other Construction Workers Welfare Board will provide Rs. 70 thousand subsidy on each house costing Rs. 3 lakh. Contribution of the beneficiary will also be taken and remaining amount will be provided to beneficiary through bank loan. Later, the scheme will be expanded to smaller towns of the state also. Shelter homes will be constructed for labourers coming to cities temporarily in search of employment. In Mukhyamantri Nirman Shramik Pension Yojana, the Labour Welfare Board will provide share of Rs. 500 per annum for five years if a labourer contributes Rs. 500. Rs. 300 per month pension will be given to registered labourers who become unable to do normal works.

Excellence Education City for labourers’ children: Chief Minister Shri Chouhan said that an ultramodern Education City will be constructed for education of registered labourers’ children in 36 acre land at a cost of Rs. 100 crore at Bhopal. It will have high-level school, national-level coaching institute, training centre, auditorium and residential facility for students belonging to labourers’ families. Rs. 10 thousand grant will be given to labourers’ children on getting admission in medical and Rs. 7 thousand grant on getting admission in engineering colleges. Besides, under Super 500 Scheme, Rs. 25000 incentive amount will be given to 500 students on the basis of class X merit list as well as class XII merit list. Education Loan Scheme will be chalked out for labourers’ children. Under the scheme, loan subsidy will be provided by Building & Other Construction Workers’ Welfare Board. Incentive money will also be given to children of registered labourers on getting selected in exams conducted by the Union and State Public Service Commissions. Rs. 25 thousand will be given on clearing UPSC prelims and Rs. 15 thousand on clearing State Public Service Commission prelims. Rs. 50 thousand will be given on clearing main UPSC exam and Rs. 25 thousand on clearing main exam of State Public Service Commission. Grants will be made available to urban bodies for construction labourers’ shades under Pt. Deendayal Peetha Shramik Shade Yojana for seating arrangements of labourers. Asangathit Kamgar Samajik Suraksha Adhiniyam will be implemented in entire state.

Assistance on death outside state too: Chief Minister Shri Chouhan said that even if a labourer from Madhya Pradesh dies outside the state, his kin will be given financial assistance like Madhya Pradesh. Now, labourers will need not get registration cards renewed; one card will suffice lifelong. Under Shramik Sahayata Yojana, assistance for performing last rites will be increased from Rs. 2000 to Rs. 3000. A policy will be chalked out under which temporary lodging arrangements will have to be made by contractors for labourers coming to cities in search of employment and if a labourer resides permanently then scheme will be chalked out to provide them constructed houses.

Chief Minister Shri Chouhan said that now, BPL families will be provided wheat at the rate of Re. 1 per kg and rice at Rs.2 per kg from June 1. Patta of land on which poor persons are residing for long by constructing slum will be given to them. If such land is required for public purpose, then such poor person will be resettled only after providing and alternative site. Everyone has right over country’s resources. He said that world is progressing only due to hard work of labourers. Madhya Pradesh is now pioneer state in development in the country but development will become meaningful when its benefits reach the poor.

At the programme, Panchayats & Rural Development Minister Shri Gopal Bhargava said that historic work has been done for labour welfare in Madhya Pradesh. A number of schemes have been chalked out for their welfare. He exhorted labourers to get united to safeguard their interests.

Agriculture Minister Dr. Ramkrishna Kusmaria said that role of labourers is vital in state’s development. Credit of Krishi Karman Award was given to the state for highest agriculture growth rate in the country also goes to labourers.

Former Union Minister Shri Prahlad Patel said that labour laws should be simplified. Arrangements should be made to issue identity cards after registering labourers.

MP Shri Narendra Singh Tomar said that in democracy, government carries added responsibility toward weaker sections. In the state, better results have been yielded by decisions taken in the interest of various sections by convening their panchayats. Labouer welfare schemes have brought about positive change in living standard of labourers.

Delivering welcome address at the outset, Labour Minister Shri Jagannath Singh said that 24 lakh construction workers have been registered in the state. Benefits worth Rs. 271 crore have been given under various schemes to 16 lakh labourers. Registration of labourers in Madhya Pradesh is highest in the country.

At the programme, Chief Minister Shri Chouhan unveiled a model of Building Workers’ Education City. As representatives of labourers, Shri Karelal Baiga of Mandla district, Shri Nagu of Jhabua district, Shri Mukesh of Sagar district, Shri Ramprasad of Dhar district, Smt. Ram Pyari of Bhopal district, Shri Vikas Vishwakarma of Jabalpur district and Shri Chhiddilal of Raisen district put for suggestions at the Mahapanchayat. As a token, financial assistance under labour welfare schemes was given away to 6 beneficiaries. Labour Welfare Board Chairman Shri Bhagwandas Gondane, members Shri Sultan Singh Shekhwat, Shri Himmat Jain, public representatives and large number of labourers from all over the state were present on the occasion.
