Negligence in public welfare schemes not to be tolerated: CM

Bhopal: Disposing of cases of complainants during Samadhan Online here today, Chief Minister Shri Shivraj Singh Chouhan directed for strict action against concerning officers for negligence and inordinate delay in disposal of cases.

On complaint of Shri Somwati Ahirwar of Sagar district for not registering timely under Ladli Laxmi Yojana, the Chief Minister directed Sagar Divisional Commissioner to investigate the matter and take action against concerning officer. Holding discussions with divisional commissioners and collectors, he said that negligence in the schemes to benefit common people will not be tolerated.

Umaria district’s complainant Smt. Bhagwati Rajak informed the CM that her husband died during agricultural operations. Despite this, she is not getting economic assistance under Mukhyamantri Krishak Jeevan Kalyan Yojana. Describing the delay as inhuman, the CM directed to suspend concerning naib tahasildars with immediate effects. He also sanctioned immediate relief of Rs. 50 thousand to Smt. Rajak from CM’s Discretionary Fund. He asked collectors to undertaken review of such cases earnestly in which delay is caused by officers and employees at lower level.

Taking serious note of complaint by Shri Abhishek Sahu of Damoh district about delay in scholarship under Super 500 Scheme, the Chief Minister directed for investigation in the case and fix responsibility of concerning officer. He provided immediate assistance of Rs. 35 thousand to Shri Abhishek Sahu and motivated him to continue studies. Shri Abhishek Sahu’s father is a labourer and he has secured 95 percent marks in high school exam and appeared in class XII exam. CM said that it is not proper to get attestation of eligibility repeatedly once Labour Welfare Card is issued.

The Chief Minister took serious note of delay in providing assistance amount for daughter’s marriage to Shri Lallu Dheemar of Tikamgarh and directed for strict action against concerning officers. Shri Mukesh Gehlot of Shajapur complained that payment against loss of animals due to hailstorm has not been paid to him. CM directed for strict action against concerning officer. The Chief Minister told collectors that he would himself visit districts and review difficulties being experienced in implementation of public welfare schemes.

Shri Kaniram Panchal of Sheopur complaint that benefit of Deenbandhu Yojana has not been provided to them. The Chief Minister directed for departmental disciplinary action against the concerning officer. Shri Umesh Sharma of Shivpuri informed that he did work of installing number plates in the houses in Janpad and Gram Panchayats in Jhabua district in year 2011 on the orders of the then Zila Panchayat CEO while he was not authorized to give work orders and order for payment. Chief Minister directed the Chief Secretary to investigate the matter and take strict action against the then CEO of Jhabua Zila Panchayat.

Review of crop loss

The Chief Minister held detailed discussions with collectors on survey reports pertaining to crop loss as a result of excessive rains and hailstorm. He praised collectors for systematic survey and that there is no dissatisfaction about it among farmers. Relief distribution will also start soon. The Chief Minister also directed to include names of affected farmers’ family members in Samagra database so that they can get wheat and rice at Re. one per kg and subsidised kerosene and sugar easily. The CM directed to hold programmes under the leadership of ministers in-charge of districts for distribution of relief information letters in affected areas. Relief amounts will be directed deposited in farmers’ bank accounts.

Wheat procurement

The Chief Minister informed that Central Government has given exemption of 40 percent in average quality of wheat and 10 percent relaxation will be given in broken and small grains. Therefore, every grain of wheat should be procured from farmers. He said that wheat of average quality can be used in public distribution system since there is not lacuna in its quality. He also directed Civil Supplies Corporation and MARKFED that there is no reason for not procuring wheat from farmers. Every single grain should be procured in right earnest. Madhya Pradesh has earned fame in the country in wheat procurement and storage. He said that he would himself visit procurement centres to take stock of arrangements there.

Mission Indradhanush

Referring to Mission Indradhanush for complete vaccination, the Chief Minister informed collectors that 15 districts of Madhya Pradesh are included in the 201 districts selected by Central Government for the mission where special attention should be paid to vaccination of children below 2 years of age and pregnant women.

Shri Chouhan said that Mission Indradhanush has been implemented in all districts of the state in view of importance of vaccination and safeguarding children’s lives. Ministers in-charge of districts will participate in these programmes and make people aware about vaccination.

CM Helplines-181

Discussing matter of making CM Helpline-181 more effective, the CM said that this novel method of complaint redressal needs to be monitored specially. There is no justification of complaints remaining pending at collector level. The Chief Minister directed to pay special attention to complaints about corruption, saying that CM Helpline-181 is an effective campaign against corruption. He praised collectors of Mandla, Ujjain, Alirajpur, Panna, Sheopur, Datia, Burhanpur and Sehore districts for effective disposal of complaints regarding corruption. The CM said that complaints received at CM Helpline will be reviewed during Samadhan Online every month. He directed collectors to identify officers not sensitive toward redressal of complaints. Departmental action will be taken against them.

Curb illegal liquor strictly

Referring to law and order arrangements, the CM directed to take strict action to curb illegal sale of liquor. He directed to launch campaign against illegal liquor and anti-social elements. If people complain about it, SPs will be held responsible. SP and IG will be held responsible if situation of communal riot crops up in districts. Chief Secretary Shri Anthony de Sa and Principal Secretaries of concerning departments were present on the occasion.
