Madhya Pradesh should become example of PPP Mode for country

Bhopal: PPP Mode will be adopted on state government’s conditions to provide quality facilities to common people in the larger interests of Madhya Pradesh. Chief Minister Shri Shivraj Singh Chouhan has said that this experiment can give direction not only to Madhya Pradesh but also entire country. Shri Chouhan directed all departments with possibility of undertaking projects under PPP mode to chalk out practical and useful proposals after due consideration.

The Chief Minister was addressing a workshop on “Accelerating Inclusive Growth in Madhya Pradesh Through PPP” at Mantralaya here today. Chief Secretary Shri Anthony de Sa was also present.

Shri Chouhan said that apart from available resources, public-private partnership should also be adopted to make Madhya Pradesh the best state in the world. Every department should take initiative towards this in right earnest. Shri Chouhan directed that PPP mode-based plans should be chalked to construct express highway inter-linking state’s major cities and new industrial areas. Interests of poor families should be taken into consideration in power schemes under this mode. He said that estimates for light metro or mono rail should also be chalked out under the mode for Jabalpur city in view of increasing population. PPP mode for large group piped water schemes for villages should be considered even though he is personally not in favour of it. It is responsibility of the government to provide clean drinking water to people. Effective steps have been initiated towards this. Major projects can be chalked out only under state government’s terms and conditions. He directed to chalk out micro irrigation projects also.

Union Planning Commission’s Advisor Shri Gajendra Haldia said that Madhya Pradesh is pioneer state in implementation of PPP projects. The state has presented best examples of transparent and better implementation of these projects before the country. Madhya Pradesh is considered as a symbol of good governance in the country. The state has the potential of Rs. 2 lakh crore investment under PPP to provide major facilities to people by using limited financial resources of the state. In his presentation, he highlighted possibility of PPP mode projects in power, education, urban development, road, irrigation, storage, tourism, power distribution, slum development and other schemes. Construction of Singrauli airport under PPP mode can also be considered. Senior officers of concerning departments were present on the occasion. The workshop undertook point-wise discussions on possibilities of various departments.
