State’s role important in India’s progress: Narendra modi

Indore:  Prime Minister Shri Narendra Modi has said that India’s potential should be used in country’s advancement. Here states play important role. Madhya Pradesh may become driving force of country’s economy. Madhya Pradesh’s Chief Minister is doing good work towards this. Role of Government of India will be to take India further ahead with the cooperation of states. Prime Minister Shri Narendra Modi stated this while inaugurating Global Investors Summit at Indore today. Lok Sabha Speaker Smt. Sumitra Mahajan, Chief Minister Shri Shivraj Singh Chouhan, Union Labour, Steel & Employment Minister Shri Narendra Singh Tomar, Union Social Justice Minister Shri Thaverchand Gehlot, Ambassadors and High Commissioners of 28 countries, members of the state cabinet and prominent industrialists of the country were present on the occasion.

Every state should set up global talent pool: Prime Minister Shri Modi said that times have changed now and no country can remain aloof from global economy. We should move ahead keeping this in view. Every state should set up its own global talent pool. States should set up a global network of its talents wherever in the world they may be and utilise their experience and talent for country’s development. Country’s power lies in states. States should be moved forward if country is to progress. It is the responsibility of the Centre to motivate all states for development and stand by states wherever there is requirement. For development, states should work in tandem with Team India, which comprises the Prime Minister and Chief Ministers of all the states. Centre and states are not competitors, but complementary to each other. We wish to give this message to the country. Union of Centre and states creates additional energy, which will take the country forward, he added.

Creating employment opportunity is top priority: Prime Minister Shri Modi said that employment to youths is the top priority of the country now. Employment opportunities should be generated by attaching equal importance of all three sectors including construction, agriculture and service. Through Make in India, we have assured the world that India has immense possibilities and that the country should not be regarded as mere market. Investment in India is necessary since when it develops, its purchasing power will increase and market will also expand. Development process can be accelerated if the Centre has exact knowledge about state’s capability, priorities and resources. There would be no employment problem if mapping of entire India’s skills is done. Giving an example, he said that India needs lakhs of drivers at present. Drivers of better quality can be made available by establishing driving institutes under PPP mode. We should undertake micro planning keeping in view ground realities. Education world has not yet been included in the planning for country’s development, which has caused loss. It is necessary that education world, government experts, fiscal experts and investors sit together and consider requirements for moving the country forward. All these 4 spheres should work towards development. Presently, the world is poised to invest in India and here lies opportunity for states. Whoever is ready, will get its benefit. Railway has the power to accelerate pace of Indian economy. The Central Government is working towards this. Development of Railways will increase employment opportunities, he added.

Entire world should know about development of Madhya Pradesh: Praising Madhya Pradesh, Prime Minister Shri Modi said that even a backward state can emerge as the fastest growing state if leadership is honest, policy and intentions clear, direction set and willpower to achieve goals. Team Madhya Pradesh under the leadership of Chief Minister Shri Shivraj Singh Chouhan has proved this. Entire world should know about development of Madhya Pradesh. The achievements made by Madhya Pradesh in infrastructure, irrigation, agriculture, power and road sectors are important heritage of development. For this, Madhya Pradesh deserves praise. Under Make in India, the Centre proposed manufacture of defence equipments in the country and Madhya Pradesh is the first state, which formulated a policy for manufacture of defence equipments. This is an important step towards manufacture of defence equipments in the country. The Centre announced Digital India and foundation stones of two electronic manufacturing centres were laid in Madhya Pradesh soon after. It shows as to how the Centre and states can grow jointly at a rapid pace. The Centre implemented Jan-Dhan Yojana and Madhya Pradesh opened 36 lakh bank accounts under it within a short span of time and taking one step ahead of the Centre included family as a unit under the scheme. He said that availability of land for industries, human resources and good governance provide golden opportunity of investment in Madhya Pradesh. With such capabilities, Madhya Pradesh along with agriculture development has also framed up infrastructure for industries. Priority should be attached to those manufacturing sectors, which have export possibilities. Madhya Pradesh is the state which has constructed industrial infrastructure side by side agriculture. Now, attention should be paid to value addition and agriculture infrastructure in agriculture sector. He said that Madhya Pradesh is the only state which has contributed 40 percent of the total market in the sector of organic farming. Organic farming products have global market for which Madhya Pradesh should prepare products, the Prime Minister added.

Work on Digital India begins in Madhya Pradesh: Chief Minister Shri Shivraj Singh Chouhan said that a new confidence has been created in India these days. Growth rate has started increasing. Prime Minister Shri Modi has instilled hope and confidence in the country, which is progressing fast. The stretch of policy paralysis has come to an end. In Madhya Pradesh, growth rate has been in double digit for last 7 years. Madhya Pradesh has the highest 11.08 percent growth rate in the country. The state has achieved 24.99 agriculture growth rate as a result of important contribution of farmers and people. Madhya Pradesh has come out of category of Bimaru states. It has to move fast on the path of development, in which role of industries is important. The Prime Minister has given slogan of Digital India. Madhya Pradesh has started working towards this. Madhya Pradesh has witnessed unprecedented progress in agriculture, irrigation and power sectors. Industrial investment is increasing in the state. Madhya Pradesh is a revenue-plus state now. We will develop Madhya Pradesh as an ideal state for Make in India through Make in Madhya Pradesh.

Chief Minister Shri Chouhan said that industrial peace prevails in Madhya Pradesh. land is available for industries. A real window system has been evolved to give sanctions to industries. Now, one officer has been made responsible for every industrial project so that various sanctions are released within prescribed time-limit. Various sanctions’ time-limits have been brought under the purview of Public Services Delivery Guarantee Act. Shri Chouhan informed that labour laws in the state have been simplified. Now, self-declaration and only one return will be required from industries. Procedures of Pollution Control Board and Food & Drug Controller have also been simplified. He urged industrialists to invest in Madhya Pradesh assuring that their time and labour will not go waste. Madhya Pradesh will leave no stone unturned in realising dreams of Prime Minister.

In the welcome address, Commerce & Industries Minister Smt. Yashodhara Raje Scindia informed that representatives of 28 countries are participating in Global Investors Summit and 9 countries are partnering in it. Madhya Pradesh is the fastest growing state in the country. State has important opportunities for global investment. Noted singer Shan presented “Madhya Pradesh Gaan”. At the programme, Chief Secretary Shri Anthony de Sa threw light on Madhya Pradesh’s progress through a presentation.
