Need to change procedures in tune with changing circumstances: CM

Bhopal: About 450 recommendations and suggestions came to the fore during the brainstorming Manthan-2014 –for making state government’s procedures more public-oriented and delivery of public services more effective. Addressing concluding session of Manthan-2014 at Academy of Administration here today, Chief Minister Shri Shivraj Singh Chouhan said that changes in government-administration procedures are necessary in tune with changing circumstances in the public interest.
Shri Chouhan said that comments would be sought within a month from concerning departments on the recommendations about putting in place a system for integrated beneficiary-oriented schemes, infrastructure development, health, education, public distribution system, regulatory services, administrative reforms and augmentation of fiscal resources and use of technology. Departments have been asked to re-consider recommendations with due seriousness. Chief Secretary Shri Anthony de Sa will coordinate in this. Following this, with the mutual consent of Finance and concerning departments and endorsement by cabinet committee, the recommendations will be implemented as decisions. He said that changes should also be effected in existing processes and laws in public interest.
Shri Chouhan said that the recommendations made by discussion groups which are highly practical and worthy of implementation should be implemented as decisions immediately. He said that concerning departments can also avail services of subject experts as per requirement.
It is noteworthy that this is the third Manthan in the series of brainstorming for making government-administration more effective constantly.
Presentation of group on beneficiary-oriented schemes was made by Additional Chief Secretary Smt. Aruna Sharma, group on augmentation of fiscal resources and their maximum use by Additional Chief Secretary Shri Ajay Nath, group on health, education and PDS by Additional Chief Secretary Shri S.R. Mohanthy, group on infrastructure development by Principal Secretary Water Resources Shri R.S. Julania, group on regulatory services by Principal Secretary Home Shri B.P. Singh, group on administrative reforms by Principal Secretary General Administration Shri K. Suresh and presentation of group on use of modern technology was made by Additional Chief Secretary Shri M.M. Upadhyay. Following this, ministers and officers put forth their suggestions.
