Mukhyamantri Solar Pump Scheme Begins in Madhya Pradesh

Bhopal. At the initiative of the Chief Minister Shri Shivraj Singh Chouhan, Mukhyamantri Solar Pump scheme has been started for agriculture purposes in the state. Notification has been issued by the state government for the scheme. The scheme has been launched with main objectives to make irrigation arrangements in areas which lack electricity, to protect farmers from the financial burden of diesel used for irrigation, to bring down the numbers of temporary connections of Power Distribution Companies and to reduce the pollution created by diesel pumps. Beside these the scheme has objectives to expand irrigation area to increase productivity in the state, to make farmers economically strong encouraging horticulture crops and to conserve ground water through efficient irrigation methods.

The scheme will be implemented in the remote areas of the state, where electricity infrastructure development has not taken place and which have no facility of permanent electricity connections. Priority will be given to implement scheme in group/cluster. The scheme will focus on beneficiaries of such category like villages/settlements/forest areas or places which have not been electrified at present and where there is no scope of electricity in next 2-3 years. Under the scheme, such villages-settlements should be situated 300 meter far from the electricity line of power distribution companies from the proposed solar pumps. Places near rivers or dams which have sufficient water availability and where there is excess need for water pumping due to selection of crops. The scheme is proposed to be implemented in areas where power distribution companies suffer high commercial losses or transformers have been taken by the power distribution companies owing to high revenue loss.

Beneficiary share

Ninety percent grant will be given for setting up solar pump of 3 Hp for agriculture purpose and 85 percent grant will be given for 3 to 5 Hp solar pump. For over 5 Hp capacity solar pump, state grant and fixed centre share will be implemented. This way, beneficiary will have to pay Rs 17,500 for one Hp, DC, submersible pump, Rs 20,000 for 2 Hp DC surface pump and Rs 23,500 for 2 Hp DC submersible pump and Rs 34,000 for 3 Hp DC submersible pump and Rs 68,000 for 5 Hp DC AC submersible pump and Rs 2.60 lakh for 7.5 Hp, AC, submersible pump and Rs 4.68 lakh for 10 Hp DC submersible pump and 3.57 lakh for 10 Hp AC, submersible pump.

Execution of scheme

To get benefit under the scheme, farmer needs to have own water resource like borewell, well, river, stop dam etc. Applicant will have to apply in prescribed format. Application form can be obtained from office of district renewable energy officer or office of deputy director, farmer welfare and agriculture development department of corporation headquarters. A seperate portal www.mpcmsolarpump.com is being prepared for launching for execution of the scheme through which online applications will be received. Applications under the scheme will be accepted between April 15 and May 15. Applicant will have to pay Rs 5000 registration fee. Remaining amount for solar pump as per its capacity and type will have to be deposited after finding application correct. The registration fee will be returned in case of not finding application as per the parameters. Along with the application, applicant will have to provide information related with land records (Khasra no, village, RI circle, tehsil, district etc.), present source of irrigation, availability and non availability of electricity connection for agriculture use and other desired information. Applications filled with all required documents will be submitted to deputy director farmer welfare and agriculture development, office of district renewable energy officer or corporation headquarters. After scrutiny of applications, process will be initiated to install solar pump.
