MP to become ideal state through political willpower: Pitroda

New Delhi. Madhya Pradesh will become an ideal state in people-centric administration of justice and e-governance sectors as a result of political willpower and a team of able officers prepared for innovative measures, said Sam Pitroda Advisor to the Prime Minister, while talking to Chief Minister Shivraj Singh chouhan at Mantralay on Thursday.

‘Besides, Bhopal will become an ideal Environment City in global context and Ujjain an ideal Knowledge city.’ He added. Madhya Pradesh’s willpower for moving ahead on the path of development is laudable. Chief Minister Shivraj Singh Chouhan said that Madhya Pradesh is fully geared up to become an ideal state by chalking out schemes and programmes for this purpose.

In his brief presentation on modern e-court, innovations in National Knowledge Network Education, turning Bhopal into a global-level environment city, e-connectivity in Panchayats, Knowledge City and such innovative methods as imparting education through internet in remote areas, Shri Pitroda said that commendable works have been done in information technology and extension of higher and school education in Madhya Pradesh on the basis of which it can become a prominent state in the country.

Shri Pitroda said that number of pending cases can be brought down considerably with the use of information technology under e-court scheme. At present, 11 lakh cases are pending of which nine lakh are criminal and rest civil cases. He said that this work will become easy with such efforts in Madhya Pradesh as information technology-based Community Service Centres. Besides establishing systems like e-order, e-summons and e-library, police, hospitals, jails etc will also be linked with it. Deposition and presence through videoconferencing of experts will be recognised. He also held discussions about the necessary infrastructure for completing this entire project in two years.

Referring to innovative measures in e-governance sector, Shri Pitroda said that it will be beneficial for Madhya Pradesh to link universities, research institutes and industrial groups with Knowledge Network. He said that e-connectivity facility will be made available in all the Gram Panchayats soon. He said that education, health and rural development are priority sectors for Madhya Pradesh. About Knowledge City, he said that its purpose is to bring about economic prosperity, making jobs available, creation of new knowledge and linking with knowledge database available at global level through innovative methods.

Shri Pitroda said that there is possibility for Bhopal to become global level “Environment City” due to its biological, botanical and natural wealth as well as sources of traditional energy. He said that two World Heritages are not available within a distance of 40 kilometers in any city of the country. The Chief Minister informed that the State Government has also decided to open International Buddhist University and allocated land for it near World Heritage Sanchi. Shri Sam Pitroda lauded this move.

Shri Pitroda said that leadership is necessary for innovative efforts and it is available in the state. He said that there is also a proposal about establishment of a “Venture Capital” for innovative efforts. Besides, centres based on the concept of “Tod-Phod-Jod” (exercise to break and join gadgets to find out their working) will also be introduced in selected schools so that schoolchildren can break waste mouse, mobiles etc to know basic scientific concept used in making these gadgets. He said that establishment of Knowledge City can be completed in five years. The Chief Minister said work will be started in this direction with immediate effect. Shri Pitroda said that the experiment of teaching maths through internet at selected education centres in Rajasthan will also be implemented in selected education centres of Madhya Pradesh. Similarly, a beginning will be made in Madhya Pradesh to teach English with this method, which will be later introduced in other states. The Chief Minister said that it will be beneficial for children living in remote areas.

National Innovation Council Member Shri R. Gopalakrishnan, Chief Secretary Shri R. Parasuram, Principal Secretary to CM, Shri Manoj Shrivastava, Secretary Shri S.K. Mishra and Secretary Shri Hariranjan Rao were also present on the occasion.
