Ensure efficient law & order arrangements during religious festivals

Bhopal. Chief Minister Shri Shivraj Singh Chouhan has directed all collectors, SPs and divisional commissioners to ensure efficient security arrangements in view of Moharram, Vijaya Dashami and Devi Visarjan. Meetings of peace committees should be held and routes of processions of Moharram, Vijaya Dashami and Devi Visarjan should be fixed with mutual consent and cooperation between communities. He said that there should be even no minor fault in law & order.

The Chief Minister held discussions with collectors, SPs and divisional commissioners through video-conferencing from Mantralaya here today.

Shri Chouhan directed collectors and SPs to undertake immediate visit to tension-prone areas, ensure consent of all and take decisions through mutual dialogue. He said that Madhya Pradesh is island of peace where all religious festivals are celebrated with peace and harmony. He directed for effective arrangements right now at Devi temples in view of heavy rush of devotees on Navratri. The Chief Minister urged public representatives and in-charge ministers of districts taking part in the video-conferencing at district headquarters to extend maximum cooperation to district administration in this regard and maintain live dialogue with all sections and distinguished persons.

The Chief Minister directed for advance identification of sensitive places. He said that along with public representatives, administrative staff also needs to be alert. Shri Chouhan said that fairs are held at several places during festivals. Under such circumstances, leave will not be granted to officers and employees connected to law & order and management except in emergency cases. He asked collectors to seek cooperation of common people also to carry forward Madhya Pradesh’s tradition of peace and communal harmony. The Chief Minister directed to curb spreading of rumours through social media on festivals. He directed Energy Minister Shri Rajendra Shukla participating in the video-conference from Rewa to ensure that electricity supply is not disrupted during festivals.

Government stands by farmers

Referring to crisis faced by farmers due to deficient rainfall, the Chief Minister said that the state government stands by farmers in this hour of crisis and is extending every possible relief to them. A letter will soon be sent to the Central government for assistance and relief to affected farmers. For this, collectors have been directed to send necessary information in prescribed proforma by October 15.

Shri Chouhan asked collectors to ensure maximum benefit of crop insurance scheme to farmers. They should be alert and active to assist farmers. He said that maximum assistance can be provided to farmers through effective crop cutting experiment. Information about crop cutting experiment must be uploaded necessarily by November 15 so that relief can be provided early. All necessary formalities should be completed by October 30 to extend crop insurance benefit to farmers through United Insurance India Limited. He asked collectors to give information in this regard continuously to local public representatives. He said that collectors will be held responsible for delay in this work.

Regarding drought, Shri Chouhan said that ways to stop water like sand bag dams should be adopted in all districts right now. Adequate arrangements for drinking water supply should also be made in drought-affected areas. Maximum efforts will be made to ensure that farmers get maximum profit from remaining Rabi crops. Reservoirs have adequate storage of water for irrigation in 28 lakh hectares during Rabi. He asked collectors to make innovative measures to extend maximum benefit to farmers.

Action plan for self-employment

The Chief Minister said that while giving top priority to agriculture, detailed action plans should also be chalked out for self-employment schemes. Targets will be fixed to link maximum number of people to self-employment in every district. He asked collectors to motivate maximum number of youths for this. Shri Chouhan lauded Saadhikar Abhiyan implemented in Ratlam district to identify beneficiaries door-to-door and extend them benefits of self-employment and other beneficiary-oriented schemes. He said that it is vital for people-oriented government that beneficiaries are not left deprived. He said that results of Saadhikar Abhiyan from September 26 to October 26 should be made availably by October 31.

Task force for farmers

The Chief Minister informed that a task force is being constituted to apprise farmers of demerits of growing the same crop repeatedly. The team will also give timely advice to farmers.

The Chief Minister said that Madhya Pradesh has witnessed unprecedented development during last one decade. For this, directives have been given to chalk out an action plan to apprise people about development plans for next 10 years. This information will be given at Gram Sabhas and development block level and special Antyodaya Melas will be held. Guidelines in this regard will be sent to collectors soon.
