Develop a system in state for wellbeing of all: CM

Bhopal: Chief Minister Shri Shivraj Singh Chouhan has said that only increasing growth rate is not sufficient. Benefit of development should percolate to every person in the state. Good governance means a system where every person has the bliss of physical, mental and spiritual wellness. Shri Chouhan was addressing the inaugural session of Manthan-2014 at Academy of Administration here today. Theme of the 3rd Manthan is “Good Governance”.

The Chief Minister said that Manthans held by the state government in year 2007 and 2009 have yielded very good results. Several administrative reforms were made on the basis of suggestions received during them and new schemes were launched. He said that there is no superficial thinking behind Manthan. It is the effort of Team Madhya Pradesh to provide better facilities to people of the state. Objective of Manthan is to evolve an effective system to deliver facilities to people through good governance. He said that thrust of communism, socialism, capitalism and other ideologies is on making people happy. But, the Indian ideology is one step ahead of these ideologies and talks of health, happiness and welfare of mankind. The Indian philosophy seeks happiness of body, heart, mind and soul. Shri Chouhan said that administrative machinery should be such that every persons gets opportunity to work as per his inclination. Life becomes meaningful with self-satisfaction.

Chief Minister Shri Chouhan said that good governance means accomplishment of works with quality and transparency within time-limit. State government’s endeavour is to make agriculture profitable, laying of network of small and cottage industries in villages, women’s empowerment, skill development, rural and urban development, effective law & order situation and curb on malnutrition are parts of good governance. Similarly, it is also part of good governance to abolish the practice of taking affidavit from people. He said that modern technologies should be used to solve minor problems of people. Taxes should be collected like bees, who take honey from flowers but the lowers do not wither. Shri Chouhan said that his ambition is to develop Madhya Pradesh as a prosperous and advanced state. There should be a system where even common people get equal benefits of government schemes. This Manthan is being held with the purpose that the nectar coming out of it will pave way for happy life of people of Madhya Pradesh.

Throwing light on outlines of Manthan 2014, Chief Secretary Shri Anthony de Sa said that officers’ discussions groups have been formed on 7 subjects. A senior officer has been appointed coordinator of every group. The subjects include integrated system relating to beneficiary-oriented schemes, infrastructure development, health, education, public distribution system, regulatory services, administrative reforms, promotion of fiscal resources-maximum use of resources and use of modern technology. These subjects will be discussed keeping in view state government’s priorities and Vision Document. Every group will give a presentation on the second day of Manthan on September 28 on conclusions and recommendations. Ministers and senior officers of Mantralaya and field officers are taking part in Manthan.

Chief Minister Shri Chouhan met all 7 groups and minutely witnessed discussions. He grasped essence of some groups’ discussions by sitting silently on back bench. He also gave suggestions in some groups’ discussions. Ministers of concerning departments also took part in group discussions. All groups discussed issues openly. Suggestions were made about new schemes and making some existing scheme more practical. Conclusions drawn at groups will be presented through a presentation on September 28. Schemes, rules and processes will be improved through public utility and practical suggestions. Principal Secretary GAD Shri K. Suresh proposed a vote of thanks.
