Delivery of services within time limit is top priority of Government : CM

Bhopal : Chief Minister Shri Shivraj Singh Chouhan has said that delivery of services within time limit is the State Government’s top priority. Strict action will be taken against the officers who fail to deliver services or delay them. Shri Chouhan directed all the divisionsal commissioners to make necessary preparations to convert Divisional Commissioner Courts into e-courts to expedite disposal of revenue cases. He directed to adopt Gwalior division model.

Shri Chouhan was holding direct dialogue with inspectors general of police and divisional commissioners through videoconferencing at Mantralaya here today. The videoconferencing was focused on implementation of Public Service Delivery Guarantee Act, disposal of revenue cases, skill development and health mission. Subject of skill development was included for the first time. Videoconferencing lasted about six hours. Detailed dialogue was also held on disposal of cases pertaining to establishment of small, medium and large industries.

The Chief Minister directed divisional commissioners to take stock of disposal of applications under Public Service Delivery Guarantee Act at the field level. They should undertake surprise inspections and hold direct dialogue with beneficiaries. It is necessary to act as per basic spirit of the Act. Entire system is for people. He also undertook detailed division-wise review of arrangements for implementing Public Service Delivery Guarantee Act.

Shri Chouhan reviewed progress of disposal of online and offline applications. He said that concerning officers should prepare appeal cases suo moto if the prescribed time limit to deliver services expires. Fine should be imposed against concerning officer. Action will also be taken against officer who fail to do so. Shri Chouhan directed that compensation amount to applicant due to delay in delivery of service should be given to concerning beneficiary at a public function. This will send a message to common people to be alert towards their rights and will also put moral pressure on service provider staff.

In view of complaints regarding non-issuance to receipts against applications, the Chief Minister directed that strict action should be taken against the officers and employee who do not issue receipts. Act’s basic spirit is that common people should not face difficulty. He directed that divisional commissioners should also review and analyse progress of delivery of public services at their level too. He said that issues related to Public Service Delivery Act and their progress will be reviewed at every monthly videoconferencing. Public Service Week will be observed from September 25 to October 2. As many as 336 Public Service Centres are being opened in the state. These centres are being operated as pilot project in five districts. The Chief Minister will undertake a special review of public service delivery at Collector-Commissioner Conference.

Provide revenue-related data in time : Chief Minister Shri Chouhan reviewed progress of disposal of revenue cases, harvesting, maps’ digitisation, land acquisition, payment of compensation, maintenance of land records, use of e-bags and conversion of majra-tolas into revenue villages. The Chief Minister instructed the divisional commissioners to provide accurate revenue data to the State Government in time after their re-examination at the field level. He said that real situation of development emerges if data is received in time by the State and Central Governments. Measuring pace of development becomes difficult if this work is delayed.

Directing divisional commissioners to acquaint with latest status of government revenue land, Shri Chouhan said that this will ensure effective use of government lands. He said that immediate action should be taken to take back lands given for cultivation of jatropha in Chambal division. He directed to accelerate pace of converting big majra-tolas into revenue villages. He also instructed to make information about temples’ properties online to make the same available to common people.

Reviewing Mukhyamantri Teerth-Darshan Yojna, he directed to finalise list of pilgrims for Rameshwar a week before the journey so that pilgrims get adequate time for making preparations. He informed that the next train will leave for Ajmer Sharif on September 13. It will go via Ujjain from Bhopal. In all, 22 trains will leave for various centres of pilgrimage till December 31 this year.

Review of law & order situation : Reviewing law & order situation, Shri Chouhan congratulated district and police administration for maintaining peace during various festivals. He also praised personnel of police, Home Guards and army for saving people’s lives and moving them to safer places during excessive rains in the state. He also lauded time distribution of compensation and relief against crop loss. He said that action should be taken against every person involved in criminal activities irrespective of his or her status. Mafia should not be let to thrive in the state. He directed to ensure prompt action in cases of crimes against women with special sensitiveness.

About law & order situation of Balaghat district, the Chief Minister said that community-based works should be intensified to discourage Naxalism and be sensitive towards people. He lauded Gwalior Inspector General of Police for eradication of dacoit menace, keeping law & order under check and ensuring prompt action in major incidents
