Create atmosphere where even common people can establish industry: CM

Bhopal: Chief Minister Shri Shivraj Singh Chouhan has called for creating an atmosphere where even common people can establish industry. He said that style of functioning will have to be changed. Establishment of industries is service of the state. We need to move ahead with this thinking. Shri Chouhan was addressing concluding function of a workshop on Ease of Doing Business at Academy of Administration here today.

Industries Minister Smt. Yashodhara Raje Scindia, Agriculture Minister Shri Gaurishankar Bisen, Chief Secretary Shri Anthony de Sa, Director General of Academy of Administration Shri Indraneel Shankar Dani, representatives of industries and officers of concerning departments attended the meeting.

The Chief Minister said that Prime Minister Shri Narendra Modi has resolved to bring India at 50th place in the countries which are conducive for business. This workshop has been held as an effort to make Madhya Pradesh first state in the country to fulfill Prime Minister’s resolve. The workshop will be held every year. Representatives of industries and officers of concerning 17 departments discussed ways for ensuring Ease of Doing Business at the workshop. Of the received suggestions, decision will be taken soon on inter-departmental issues. Legal action will also be taken to amend Acts and proposals pertaining to seeking permissions from the Central Government will be sent. He said that it has been decided to immediately implement 51 suggestions presented at the workshop.

Chief Minister’s Announcements

– Food, Civil Supplies and Consumer Protection Department will make arrangements for registration of godowns instead of giving permission and entire process will be online. Now, only 7 documents will be required instead of 18.

– Time-limit of 6 months has been prescribed for collectors to issue license or NOC under Union Home Department’s Explosives Act now. In Madhya Pradesh, this time-limit will be 2 months.

– On factory management’s wish, factory licence’s validity period will be increased to 10 years. Besides bank guarantee and bank draft, FD will also be made acceptable as security deposit under VSS Scheme. Licences issued under 3 Acts including Inter-state Migrant Workman Act, Building & Other Construction Workers Act 1996 and Registration and Motor Transport Workers Act will be brought under the purview of Public Services Delivery Guarantee Act.

– Coloniser license, colony development permission, building permission and fire NOC under Urban Development and Environment Department will be covered under Public Services Delivery Guarantee Act.

– From April 2015, all permissions regarding pollution control, prescribing cess, issuances of all certificates and action will be made online. Single-door system will be introduced for layouts concerning real estate, colony development permission, development permission and building permission. Architects/engineers will be authorized to issue building permission for residential buildings under Nagar Palikas/Municipal Corporations. Automatic permission will be granted to citizens adopting model standard maps. They will not be required to apply. Issuance of permission for high-rise buildings will be simplified. All permissions, processes and works of urban bodies will be made online after implementation of e-Nagar Palika for convenience of residential, commercial and industrial activities.

– Registration of manufacturers of fertilizers and pesticides under Farmers Welfare & Agriculture Development Department will be made online. Above mentioned service will be covered under Public Services Delivery Guarantee Act. Mandi Act’s sections 31 and 32 will be amended to keep warehouses away form provisions of Mandi Act.

– All permissions under Energy Department will be covered under Public Services Delivery Guarantee Act. Along with electricity inspector, private electrical engineers will also be authorized for charging permission.

– Compulsion of depositing 5 percent additional money on stay after every 6 months in appeal board of Commercial Taxes and Registration Department will be abolished. Fine on delayed presentation of returns under VAT Act will be reduced from Rs. 50 thousand to Rs. 25 thousand. A fast track cell will be constituted for receiving investment promotion assistance from Commercial Taxes Department. Facilities of Commercial Taxes Department will be given at MP Online kiosks also.

– Process to allocate land to IT companies by Science & Technology Department will be made online and included in the services covered under Public Services Delivery Guarantee Act. Subsidy/exemption and other facilities under IT Investment Policy will be made online and covered under Public Services Delivery Guarantee Act. Various investment-related services will be made available to people/investors through mobile phones and will be included in mobile service delivery gateway (MSDG). E-Sign facility will be provided to people to avail online services of various government departments. People will also be provided facility of digital locker so that they may obtain all certificates at one place, which are used for various government services.

– Process to make available government land under Tourism Policy will be covered under Public Services Delivery Guarantee Act for time-bound disposal. Capital subsidy process and other compensation provisions for establishment of heritage hotels, budget hotels, hotel resorts and convention centres will be made online and will be disposed of within time-limit under provisions of Public Services Delivery Guarantee Act. Temporary tourist permits/licences given to tourist vehicles coming and going outside the state will be made online in coordination with Transport Department.

– All applications, sanctions and monitoring for establishment of projects under New and Renewable Energy Department will be made online from March 15, 2015. All charges/payments for establishment of renewable projects will be made online through banks from 31-3-2015. Applications for establishment of solar energy, wind energy and minor hydel projects will be received everyday in the year (365 days). These projects avail environmental clearances automatically. Nodal officer will be appointed for coordination on issues pertaining to Energy Department for establishment of renewable energy projects.

– Commerce, Industry and Employment Department will issue E.M. part-1 and E.M. part-2 online. Boiler maintenance service provider will also be authorized to certify boilers. Financial facilities announced by the department will be made available to industries established on private land within 8 km radius of city. Land allotment applications’ disposal and land allotment facilitation work will be done through single-window system by TRIFAC. Building permission on land will be given online.

– An applicant for clearance of map for construction under Revenue Department will not be required to present NOC of Nazul. Like lease-rent, arrangements will also be made to deposit diversion fee in lump sum for once instead of once a year. Amendment in law regarding use of ceiling’s surplus agricultural land for industrial purposes will be considered. Land transfer provisions in scheduled areas will be simplified.

– Under Transport Department, combined harvesters and tractors for agriculture purpose to be registered during next 3 years but in the possession of persons different from actual farmers, lifetime tax on them will be reduced from 6 percent to one percent.

– Health Department will give drug manufacturing permission with 3 working days. If original drug manufacturer gives licence to another manufacturer, then only a declaration will sought from him instead of detailed documents for loan licence. If after receipt of permission, if permission for the same drug is sought from the Central government for the same country, then they will not be required to submit documents again. They will have to present only application for new permission.

– Higher Education Department will make letter of intent online for establishment of private universities. Concerning university will be issued NOC for unattaching private university within 15 days.
