CM to hold direct dialogue to associate people with process of developing Madhya Pradesh

Bhopal: Chief Minister Shri Shivraj Singh Chouhan will hold direct public dialogue in January-February to associate people with process of developing Madhya Pradesh. He will visit every district and motivate people to associate themselves with public-oriented works.

Shri Chouhan disclosed this while addressing Commissioners-Collectors’ Conference here today.

Shri Chouhan exhorted Commissioners-Collectors to work their full capacity and with sensitiveness in right earnest in the interest of people. He said that working with sensitiveness not only results in positive solution of public problems, but also leads to effective implementation of development schemes.

The Chief Minister said that public-oriented and development schemes have been given massive mandate. He congratulated officers for conducting peaceful, free and fair election. He said that Madhya Pradesh has registered a number of achievements. Roads have been constructed, 24-hour power supply has been ensured and large area has been brought under irrigation. Madhya Pradesh will be taken to pinnacle of development in next 5 years. He said that schemes will be implemented effectively by adopting humanitarian approach. He asked officers to work with dedication. Benefit of development should reach every household.

The Chief Minister asked Commissioners-Collectors not to sit in offices alone and coordinate with people during tours. They should not compromise with quality of works, assess their capabilities and use powers in the public interest.

Describing law & and order as the top priority, the Chief Minister asked police officers to enter into dialogue with people. Dialogue leads to many a solution. He stressed the need to ensure that no new dacoit gang comes into existence. Detailed action plan should be chalked out before religious events. They should ensure strict action if mafia raises its head again. Jan Sunwai should be made more effective and make available positive solutions to people’s problems. Work sensitively in works like land acquisition.

The Chief Minister asked the police administration to chalk out events like Thana Diwas to hold direct dialogue with common people. It will help improve law & order situation. He said that if they commit errors while working in the public interest with clear intentions, the state government will stand by them.

Shri Chouhan said that Madhya Pradesh can work wonders with mutual cooperation of people and administrative machinery.

High-level committee constituted: The state government has constituted a high-level committee to evolve an institutional structure to eradicate corruption. The committee will submit its report within a month.

The committee will be headed by Additional Secretary Finance Shri Ajay Nath. Secretary Shri Satish Mishra, Shri Radheshyam Julaniya, Smt. Aruna Sharma, Shri Praveer Krishna and Shri Vivek Agrawal will be its members. The state government will raise anti-corruption machinery on the committee’s recommendations.

The state government has constituted a high-level committee to give recommendations to strengthen structure of Professional Exam Board and streamline exam system. The committee will submit its recommendations to the state government within a month.

Dr. Devraj Birdi will head this committee whose Member-Secretary will be Shri Tarun Pithode. Its members will include Additional Chief Secretary Finance Shri Ajay Nath, Principal Secretary Shri R.K. Swai, Secretary Shri Hari Ranjan Rao, Secretary Smt. Deepa Rastogi and Secretary Shri Ashok Warnwal.

Food security: Directives have been given to identify and verify entry of all eligible families within prescribed time-limit in Samagra data for effective implementation of Food Security Act. He directed to post information regarding beneficiary family on Samagra portal www.stateprotocol.mp.gov.in. The Chief Minister said that no eligible family should be deprived of food security.

Directives were given to collectors to ensure registration of beneficiaries of Mukhyamantri Mazdoor Suraksha Yojana, forest dweller patta holders, house maids, bidi workers, landless Kotwars and street vendors and make available their data after verification.

Final list of beneficiaries lists will be completed soon. Directives have been given to dispose of claims about verification effectively. Caste certificate of any one member of a SC, ST family should be verified.

It was informed at the meeting that distribution of rice at the rate of Re. 1 per kg will begin from January. As pilot project, a scheme is being implemented to construct 14 thousand godowns of 100 tonnes to increase storage capacity of fair price shops under Mukhyamantri Annapurna Yojana.

During discussions on effective drinking water arrangements in rural areas, the Chief Minister said that dependence on handpump-based water supply schemes should be decreased gradually and replaced by piped water schemes. It was informed that per capita drinking water supply will be increased from 55 litres to 70 litres.

Law and order situation: After a presentation on law and order situation, the Chief Minister said that his top priority is a clean, transparent and responsive government. He said that criminals should be subjected to strict action and common people should be provided full security. Promote use of CCTV cameras so that adequate evidences are available for investigation. It was informed that Fair Officers will be appointed in the areas where religious festivals are held. As many as 141 women’s police stations will be set up to check crimes against women.

Health Department: The Chief Minister directed to ensure that vital medical appliances function smoothly. On the occasion, Principal Secretary Health gave a presentation on procedural changes for delivery of health services to all. He informed that all necessary resources have been made available for rural health services. Their function and implementation should be monitored regularly. He said that targets should be achieved through decentralisation. Two health workers must be available in every village. They must be available at the headquarters as far as possible. This must be ensured. He stressed the need for reporting in practical and actual way. He informed that all existing reporting forms have been cancelled. Arrangement has been made to make entries in 10 softwares. Collectors have been empowered to appoint data entry operators through outsourcing or contract basis. Arrangement has been made to appoint contractual doctors on the salary ranging from Rs. 72 thousand to Rs. one lakh per month in the rural areas having shortage of doctors. He informed about 100-day action plan, Prerna Abhiyan, child health programme, Maternal Health Security Programme, telly-medicine and mobile health service.
