Bill for Death Sentence to Rapists in Monsoon Session

Bhopal. Chief Minister Shri Shivraj Singh Chouhan said that the bill for giving death sentence to the accused of rape of minors would be presented in the coming monsoon session. Once it is passed it would be forwarded to the President. Shri Chouhan was addressing a gathering today at the Joint Convocation Ceremony of policemen at the Madhya Pradesh Police Academy. Among those present on the occasion were Mayor Shri Alok Sharma, Additional Chief Secretary Home Shri K.K. Singh, Director General of Police Shri Rishi Kumar Shukla and senior police officials.

Chief Minister Shri Chouhan said that Police service is a resolve to protect the society. Accepting Police service is like entrusting one’s life to the society and the country. The first condition for the development of the state and country is better law and order system and this responsibility is of the police. Police service is service for the public. It is necessary that the behaviour of the police is as soft as a flower for the public and as tough as thunderbolt for the criminals.

The Chief Minister said to the new recruits that Police is their second mother and to pay their respects to the service was their prime responsibility, hence they must always endeavour not to allow anyone to damage its image. Attempts are made to misguide the police hence the police must remain alert and aware. Police stations must have such an image that the public feels relieved, safe and peaceful there and they must not have any hesitation to come there. Criminals are not supposed to be spared in any situation as they are enemies of the society and the country and they must not be forgiven. Government extends complete support in fulfilling the needs of the police. At least 30,000 new posts of police force have been approved. Total 25,000 new police residences are going to be constructed with facilities like C.C.T.V cameras and other facilities.

The Chief Minister said that the Police have the credit to establish peace in state. Whatever work was entrusted to them, the department has always fulfilled it successfully. The Police have done the work of capturing the train blast accused within three hours. He said that the daughters of the state are no less in courage, chivalry, conscientiousness and valour. That is why one third posts of police are reserved for them. He said that committing suicide because of fear is a big blot on a civilized society. Hence, stern action must be taken against criminal elements. The atmosphere should be such that women can move around anywhere at any time independently and fearlessly. He lauded Police Academy, training and trainers and congratulated them.

Director of Madhya Pradesh Police Academy Shri Sushobhan Bannerji said that it is for the first time that the joint convocation ceremony of police academies has been organized. Total 633 police men were included in the department by the Chief Minister formally at the 89th Convocation Ceremony. These include Subedar, Sub Inspector, Sub Inspector SAF and Sub Inspector Special Branch. Out of these 478 are policemen and 155 are policewomen. At the outset, the Chief Minister inspected the parade and took the salute. At the end of the programme he released the Academy souvenir and got introduced with the pass outs.
