Madhya Pradesh to have 2000 new sub-health centres

Bhopal. A meeting to the state cabinet chaired by Chief Minister Shri Shivraj Singh Chouhan today accorded sanction to open 2000 new sub-health centres in the state. Post of one regular ANM each has been sanctioned for every health centre. ANMs available under National Health Mission will be posted in these sub-health centres at present. The centres will be opened soon in rented buildings.

Relief enhanced

The cabinet decided to enhance relief against loss of life and death of cattle due to wild animals. Next of kin of the deceased will be given relief of Rs. 4 lakh. If a persons undergoes treatment before death, his kin will also be given actual expenditure on treatment.

In case of permanent disability, Rs. 2 lakh relief and actual expenditure on treatment will be given. On admission in hospital, Rs. 500 per day will be given upto a maximum of Rs. 50 thousand.

Administrative sanction for irrigation projects

The cabinet accorded Rs. 1513 crore 21 lakh crore administrative sanction for various irrigation projects.

Administrative sanction of Rs. 37 crore 6 lakh was accorded for command area development works in 9893 hectares under Sanjay Sagar (Bah) medium irrigation project.

Administration sanction was given for 3 phases including strengthening, expansion and modernization of Tawa project. Administration sanction of Rs. 458 crore was given for developing micro irrigation system in additional 28 thousand 412 hectares and solar plants for second phase. Administrative sanction of Rs. 325 crore was given for second phase works of Tawa left bank canal from 45.78 kms to 128.50 kms, 7.17 km full length of right main canal, lining work in Hanadiya branch canal (55.50 kms).

Administrative sanction of Rs. 75 crore was accorded for lining work in 5 distributaries of right and left bank canals of Tawa project during 4th face.

Similarly, administrative sanction of Rs. 60 crore 56 lakh was accorded for command area development works in 16 thousand 150 hectares of Mahan irrigation project. For Sindh project’s second phase, administrative sanction of Rs. 394 crore 9 lakh was accorded for command area development works in 98 thousand 250 hectares, Rs. 13 crore 5 lakh for command area development works in 3470 hectares and administrative sanction of Rs. 22 crore 55 lakh was accorded for command area development works in 6000 hectares under Singhpur Barrage medium irrigation project.

Crop Insurance Scheme

The cabinet decided to implement Prime Minister’s Crop Insurance Scheme from Kharif-2016. The scheme will be mandatory for loanee farmers and optional for non-loanee farmers. Five clusters have been prescribed by identifying low, medium and high risk districts. In the clusters, tenders will be invited from 11 crop insurance companies enlisted by Government of India for providing crop insurance amount of actual premium rate.

As farmers’ contribution, insurance companies will realize through banks premium at the rate of 2 percent for Kharif season’s food grains, oilseed and pulses crops, 1.5 percent for Rabi season and 5 percent for commercial crops. Difference between actual premium rate and amount paid by farmers will be payable as premium subsidy.

State and Central governments will equally share payment of premium subsidy to banks. Compensation level will be 80 percent for all crops under Prime Minister’s Crop Insurance Scheme. In case of natural calamity during sowing/planting, destruction of sprouts and post-harvest loss of crop during agriculture season will be notified by concerning collector under provisions of state level crop insurance schemes.

Agriculture College

In compliance to Chief Minister Shri Shivraj Singh Chouhan’s announcement, the cabinet decided to open an agriculture college at Pawarkheda in Hoshangabad district on 50 hectares out of 183.287 hectares land of regional research centre of Jawaharlal Nehru Agriculture University, Jabalpur. A sum of Rs. 116 crore 34 lakh for 5 years has been provisioned for it. College will be started from current academic session 2016-17. Admission will be given to 50 students in the first year.

Posts for High Court

As per High Court’s proposal, the cabinet had extended term of court manager and 216 contractual employees till March 31, 2016 and created 216 new posts. Process to recruit court mangers and their staffs is going on. Therefore, it has been decided to extend term of court manager and 216 contractual employees till March 31, 2017.

The cabinet sanctioned creation of 20 posts for ILR publication work of Jabalpur High Court. The cabinet decided to give pay scale and grade pay on par with librarians of Mantralaya to librarian of High Court after removing discrepancies. Similarly, it was decided to create 25 new permanent posts of driver in High Court’s establishment with pay scale 5200-20200 + 1900 grade pay. Sanction was accorded for creation of 5 posts for Adeshika Vahak and 3 posts of sale Ameen in establishment of Barwani district court. As per Chief Minister’s announcement, the cabinet sanctioned Rs. 5 lakh for library of Satna District Bar Association.

The cabinet sanctioned 17 posts for State Land Reforms Commission.

Other decisions

The cabinet decided to restructure through Swiss Challenge System, the existing scheme to supply 23 MLD water to industries of Dewas from Narmada-Kshipra Link Project. Administrative sanction has been given for operation of the scheme by Madhya Pradesh Industrial Development Corporation.

The cabinet sanctioned amount including 14 percent VAT on rate of recipes as per new proposed cast sheet schedule from MP Agro for supply of take home ration as per norms and per woman/child per day rates prescribed by Central governnment for supplementary nutritious diet. Sanction was granted for Rs. 50 to maximum Rs. 100 per quintal for transport of take home ration from project offices to anganwadi centres. Rates for transport will be fixed by inviting tenders.

The cabinet rationalised fee for vehicle permits or renewal for vehicles of various uses under Madhya Pradesh Motor Vehicle Rules, 1994. Earlier, rates were prescribed in year 2006. No change has been effected in it for last 9 years, whereas consumer price index has gone up considerably.

The cabinet decided to give guarantee to power distribution companies for taking short term loans from Rural Electrification Corporation, New Delhi. Each power distribution company will avail loan amounting to Rs. 150 crore.
