365 promises fulfilled in a year in Madhya Pradesh

164 promises completed and 201 in progress as government completes remarkable one-year of tenure

Bhopal: Under the able leadership of Chief Minister Kamal Nath, Madhya Pradesh completed its one year on Tuesday. During this period, the state government with all its intensity executed the points of the manifesto issued before the election of the state assembly in December 2018. During the entire 365 days of the last one year, the government was successful in fulfilling rather continuously fulfilling one promise daily. During this period, 164 promises were completed and work on 201 promises are in progress.
Thus there has been no difference between the words and actions of the government. The government did what it said. The last one year was remarkable in terms of fulfillment of the promises given to the public before the election. In this period, especially the fulfillment of the promises related to farmer welfare and agriculture development, education, health, women, youth, urban development and rural development were special.
In the field of farmer welfare, on the very first day of taking over charge, the state government decided to waive the loan of farmers. As per this decision, an amount of Rs 7,154.36 crore has been waived on 20 lakh 22 thousand 731 loan accounts in the first phase. The second phase of loan waiver is starting from Tuesday, in which more than Rs. 11 thousand 675 crore will be forgiven on more than 12 lakh loan accounts.
The government also implemented the Jai Kisan Samriddhi Yojana with the purpose of price stabilization in the event of a large production of wheat. A provision of Rs 896 crore was made in the Flat Bhavantar Payment Scheme in maize. To increase the area of ​​organic farming, an organic farming programme is being run in 3828 clusters / groups. E-license (online) system was implemented in all mandis. For the first time, combined harvesters were provided to farmers on subsidy. New 264 Custom Hiring Centers are being established. Horticulture and food processing was also encouraged during this period. New scheme named Chief Minister’s Horticulture and Food Processing was implemented. Under the vegetable and spice expansion scheme, the subsidy of Scheduled Caste and Scheduled Tribe farmers was increased from 50 to 70 percent. A new policy is being formulated to give the educated unemployed the right to use land for horticulture crops.
The government has started work by setting a target to increase the current irrigation capacity from 33 lakh to 45 lakh hectare in the next five years. New irrigation schemes were approved besides fast completion of old incomplete irrigation schemes. The work related to the use of 18.25 MAF Narmada water allocated to the state before the year 2024 has been expedited.
During this period, effective implementation of urban development schemes was ensured through public participation by making the schemes suited to the people’s needs. Consequential efforts are continuing in the direction of establishing responsible urban administrative system by streamlining the prevailing schemes. In the last one year, it has been ensured that projects like stagnant or incomplete drinking water, sewerage, metro projects etc. are completed within the time limit. New plans were launched to create environment friendly system. Chief Minister Kamal Nath inaugurated the “Mukhya Mantri Awas Mission (Urban)” in Jhabua in September with the objective of providing pattaa and pucca houses to the urban poor. Landless families are being provided pattas. Decentralized Solid Waste Management Action Plan has been implemented in place of clusters in bodies.
Mukhyamantri Yuva Swabhimaan Yojana was started in the urban areas. Its objective is to increase the capacity of the youth of urban areas by giving them training in vocational skills and to provide 100 days of temporary employment and proportional stipend in a year to meet the immediate needs of living. Right now, about 20 thousand beneficiaries are being trained in 38 trades. Under the scheme, more than 12 crore stipend amount was given to more than 18 thousand eligible beneficiaries. Action was taken to remove illegal hoardings. Madhya Pradesh Electric Vehicles Policy-2019 was formulated. Intra-city and intercity bus services were made effective. 30 new cities were linked to the State Urban Livelihoods Mission.
The state government took many historical decisions in the last one year to establish quality school education system and took action in this regard. Now children have started attending school, teachers are also becoming dedicated to give good education to children. From the academic session 2019-20, it was decided to conduct annual evaluation of the children of fifth and eighth grade on board pattern. By implementing the ‘online transfer’ system, teachers have been given priority in posting in places of their choice. Demand of teachers for merger in the Education Department was met. Appointment of 20 thousand teachers on the vacant posts is being carried out soon.
In the field of higher education, Madhya Pradesh has taken strong strides towards improving the teacher-student ratio by becoming equal to the leading states of the country for selective and better education. The state’s higher education scenario has become creative and reliable due to the implementation and completion of policies like facilitating education institutions with modern resources, creation of infrastructure, accessible and better education for daughters, simplifying the admission process, skill development and employment oriented education, appointment of librarians and sports officers and availability of e-library and sports ground.
The work of providing electricity up to 100 units to general consumers at Re 1 per unit was fulfilled by implementing Indira Griha Jyoti Yojana,. By implementing Indira Kisan Jyoti Yojana, the electricity tariff on pumps of up to 10 horsepower was reduced from Rs. 1400 to Rs. 700 per horsepower for the farmers.
During this period, providing health facilities to all in the remote areas of the state and better treatment facilities to the patients suffering from diseases, apart from consultation of doctors, was one of the major priorities of the state government. The results of the efforts of the government for complete health for all have started appearing in only one year. Madhya Pradesh is the first state in the country, which is going to enact a law to guarantee health services to the public. Madhya Pradesh Health Investment Promotion Policy-2019 has also been approved. An action plan has been prepared to set up about 100 Sanjeevani clinics in the state. 118 Civil Dispensaries and 136 Urban Primary Health Centres are being developed as Health and Wellness Centres -Madhya Pradesh Arogyam.
Adequate number of doctors have been posted following the establishment of health institutions with modern medical facilities. Decision was taken to implement “Mukhyamantri Suposhan Chikitsak Protsahan Yogana’ for the availability of doctors in government health institutions. The number of seats for students in medical colleges has also been increased. Procedures have been simplified for the establishment of health institutions and the study of medical education. The government is inclined to completely eradicate the vicious cycle of food adulteration on war footing. This sensitive pledge to arrest criminals like adulterators is producing good results.
According to the state government, clean water is not only a necessity, but also the right of common people. Madhya Pradesh will be the first state in the country where the implementation of the “Right to Water Act” will ensure that people will get the legal right to water. In the last one year, many works of construction, strengthening and renovation of roads have been a proof of commitment for the development of the state.
The overall development of women and children topped the list of priorities of the new government of the state. A new child protection policy is being formulated. Under the Poshan Aahar Abhiyan, children and their families are now being given nutritional counseling according to their weight as well as height according to their age. It has been decided to frame the State Juvenile Justice Rules under the provisions of Juvenile Justice Act 2015. Decision has been taken to give benefits of Ladli Laxmi Yojana to the girl child born of a rape victim. The amount of Mukhyamantri Kanya Vivah – Nikah Scheme has been increased from Rs 28 thousand 500 to Rs 51 thousand.
Various innovative schemes and programmes are being run by the state government for the development of villages. Houses without toilets in rural areas are being identified to ensure that no houses remain without toilets. The River Regeneration Scheme was implemented for the regeneration of rivers, in which 40 rivers were selected in 40 districts. In this financial year 2019-20, a target has been set to construct 1000 gaushalas and work has been started on a total of 903 gaushalas.
In order to provide single / double connectivity for ineligible settlements, the process of policy formulation is in operation for the construction and maintenance of roads in the state. It has been decided to construct asphalted roads from the Chief Minister’s Village Roads and Infrastructure Development Fund in revenue villages without single connectivity. By ending the compulsion of spending 50 percent amount on C.C. roads under the “Mahatma Gandhi Gram Swaraj evam Vikas Yojana” on pucca construction works, the total expenditure limit has been made 75 percent. Construction of 3319 km long roads has been completed in PMGSY-I and II. In the M.P. Rural Connectivity Project, construction of 2752.51 km long B.T./ C.C. roads have been completed. In other schemes also 580 villages were connected by roads.
Two lakh 23 thousand houses were completed under the Pradhan Mantri Awas Yojana. Toilets were constructed in more than three lakh houses without toilets identified in the survey. Over 50 thousand self-help groups were formed by organizing more than 5.25 lakh families. These groups were given a loan of Rs 232 crore from banks in 37 thousand cases. 12.5 crore man days were created under MNREGA.
During this period, the government has made efforts to preserve and promote the culture, history and Devasthans, besides making efforts for educational, economic and social upliftment of the tribal community. Redressal of claims under the Forest Rights Act and the process were made transparent. Food grains are being made available for serving food at the time of birth and death rituals by starting the Mukhyamantri Madad Yojana. The Aashthan Yojana was started for the preservation of the Devasthans of the tribal community. Freedom from moneylenders was made possible. In order to provide relief to special backward tribes from malnutrition, the Nutritious Diet amount was started for women. The voluntary holiday of World Tribal Day was converted into a public holiday. Debit Card Scheme has been introduced in tribal development blocks.
The state government has also started a campaign to end all types of mafia. The consequences of tightening the noose round those elements who took law into their hands, irrespective of how powerful they may be, are also visible.
Important decisions were taken and implemented for reinforcement of governance for the welfare of all classes and in the interest of government servants. Reservation for Other Backward Classes was increased from 14 to 27 percent. The economically weaker section was given 10 percent reservation in educational institutions and government jobs. In order to give priority to the youth of Madhya Pradesh in government services, live registration of candidates in the employment office was made mandatory. The maximum age limit for the posts to be filled by open competition was fixed at 40 years. Along with this, additional relaxation of 5 years has been given in the age limit to reserved classes.
In this way, in the last one year, the state government has made efforts for the welfare and betterment of the people in every area, which is of fundamental importance. Be it agriculture, farming, irrigation, drinking water, electricity, industry, cottage industry, education, health, governance, revenue matters or the supply of public services, something new and noteworthy has been done in every area. Tourism – culture, spirituality or better law and order, the government has worked on every front and that too with great dedication and result oriented.
All this was done by the state government at a time when an empty treasure awaited them. In such a situation, the government turned its challenges into opportunities. Every section be it the youth, women, farmers or tribal brethren, backward class or general category, children or elderly, has not remained untouched by the government’s concerns in the last one year. In this one year, the state government has proved that Waqt hai Badlav ka (time is for change) and has also given confidence to the people of the state that they are not alone, the government is standing with them at all times in happiness and sorrow.
