Strategic initiative to send drop outs and unadmitted childrens to schools

Bhopal. School Chalen Ham Abhiyan’ will be conducted this year also to ensure that every child goes to school and imbibes quality education in the state. Chief Minister Shri Shivraj Singh Chouhan will launch Abhiyan from Silwani in Raisen district on June 15. Considering it as a challenge, the state government has chalked out a well planned strategy to implement the campaign in every village.

‘School Chalen Ham Abhiyan’ will be conducted in 4 phases. Its activities are going on simultaneously with ‘Gramoday Se Bharat Uday Abhiyan’.

First phase

In the first phase, records of Village/Ward Education Registers, Samagra Education Portal, Samagra Database and DISE Database will be integrated. Its implementation will ensure admission of children upto 18 years in schools and anganwadis. Authentic information about admissions and school dropout/unadmitted children will be available online. Due to integration of database, campaign can be implemented effectively. Survey teams have been formed for first phase’s implementation. Survey team include anganwadi and ASHA workers and motivator while representative of panchayat and local body has been appointed Member-Secretary. Survey teams contacted every family, verified list received from Samagra Education Portal and updated it till May 30.

Second phase

Second phase of ‘School Chalen Ham Abhiyan’ that continue till July 31 will focus on ensuring enrolments and attendance of children in schools. During this phase, special attention would be paid to the areas where enrollments in schools have declined during year 2014-15 and 2015-16. Teachers will contact parents of students. These teachers will admission of 5+ age children in class I, V class pass students in class VI and VIII class pass students in class IX. In-charge teachers will contact parents of students of their schools twice before start of academic session. During the period, atmosphere will be created through community participation to send out of school and drop out children to schools. Cooperaton of local panchs, public representatives, members of SMC and motivators will be availed to motivate such children. Along with academic discussions at village Chaupal, information about school drop out and out of school students will be displayed through wall painting, panchayat building, ration shop, seed-fertiliser distribution centre and other prominent places. In-charge teachers will undertake more extensive efforts in habitats where enrollment is less. Role of motivators has been made important. Influential persons, youths, members of NCC, NSS and Jan-Abhiyan Parishad have been nominated as motivators. Conventions of motivators were held district, block development and cluster levels. During second phase, cent percent attendance and enrolment of children from class I to VIII would be ensured. Samagar ID will be written in the columns of students’ names in admission registes.

Third and fourth phases

In the third and fourth phases of the campaign, along with imparting quality education, special attention would be paid to ensure regular attendance of students and teachers in schools. Praveshotsav would start from June 15. Cultural programmes and sports activities will be held continuously for 7 days during Praveshotsav so that children’s interest can increase. Children, parents, public representatives, distinguished citizens and school alumni will be invited to Praveshotsav. Students remaining absent from schools will be contacted and motivated to attend schools. Information about admitted children will also be given at Gram Sabhas to be held in villages on July 1, 2016.

Children of migratory parents is affected when they migrate to other places. Lists of migrating children will be made available to District Project Coordinators. It would be responsibility of Project Officer of the district where migration has taken places to update information about such students. On its basis, they would ensure such children’s admission and attendance in schools. Migratory hostels will also be constructed to that migratory students can stay there to continue studies.

Children of special requirements will be imparted inclusive education. They would be given special care in hostels. Assistant Project Officers will inspect hostels minimum once a month personally and undertake monitoring twice a month through mobile.

Quality education

Main purpose of ‘School Chalen Ham Abhiyan’ is to ensure quality education. For this, special classes will be conducted for students who have secured less marks in exams during year 2015-16. Soon after start of session, revision of last class’ course will be undertaken for one month. Assessment of improvement in students will be assessed after one month. It would also be ensured that children of class I and II have skills of reading, writing and maths and from class III onwards they are able to recognize subjects. Lists of those children will be prepared who have failed to acquire these skills. For them, special arrangements would be made. For such children, one period per subject of minimum one hour will be held everyday.

Head masters and teachers would be imparted quality improvement training under academic quality work plan.
