Madhya Pradesh to contribute its best to build glorious and strong India: CM

Bhopal: Chief Minister Shri Shivraj Singh Chouhan has said that Madhya Pradesh will contribute its best to build a glorious and strong India. With this in view every citizen of the state should take a pledge to discharge their duties with total earnest and re-dedicate themselves to achieve the goal of making Madhya Pradesh a fully developed and prosperous state. Good governance is the motto of the state government. Manthan will be held in September to ensure that public facilities reach common people in proper way and their problems are redressed. A campaign for tourism development will be launched in the state. After launch of Narmada-Kshipra Link Project, Betwa and Ken rivers will also be linked under river-linking project. Road map of every village will be chalked out in consultation with villagers. Shri Chouhan was addressing the state level Independence Day function after taking salute at Lal Parade Ground here today.

Chief Minister Shri Chouhan said that Madhya Pradesh has shed the stigma of a Bimaru state now. The state has achieved double digit growth during last 7 years. This is a turn and not destination. He urged to save every drop of water. Madhya Pradesh has emerged as the ideal state for investment. Here, small and cottage industries are also being promoted along with major industries. State government is committed to ensuring that benefits of development reach the common people. Good teachings of all religions will be included in educational syllabi. Higher Education Loan Fund has been instituted so that youths do not face any hurdle in pursuing higher education.

Madhya Pradesh is on decisive turn of development. He urged people to engage in works for state’s development with renewed vigour and commitment. Describing the last decade as glorious for state’s economic growth, the Chief Minister said that Madhya Pradesh has become the fastest-growing state in the country now.

Shri Chouhan remembered martyrs while extending Independence Day greetings to people. He said that orientation and training programme is being taken up with Army’s cooperation for admission of state’s youths in National Defence Academy. Awareness campaigns will be launched in colleges and schools for career in Army.

The Chief Minister said that development programmes and schemes in the state have been chalked out in consultation with people, before the people and by the people. This teaming up of society and people has resulted in unprecedented political stability. He said that Vision Document-2018 has been chalked out and implemented to ensure good governance, acceleration of pace of economic growth and development of weaker sections.

Referring to achievements in agriculture sector, Shri Chouhan said that agriculture sector of Madhya Pradesh has got pride of place in national economy through farmers’ hard work and state government’s efforts. Irrigation capacity in the state was only 7.50 lakh hectare in year 2004-05, which has been increased to 27 lakh hectares in year 2013-14. Irrigation facility will be provided in 40 lakh hectare by the year 2018.

Krishi Mahotsav

The Chief Minister said that Madhya Pradesh has emerged as a model agriculture state achieving highest agriculture growth rate amidst natural disasters. Referring to agriculture sector schemes, the Chief Minister said that Madhya Pradesh is establishing it identity as new granary of the country. He said that Krishi Mahotsav will be celebrated in the state from September 26 to October 25 to turn agriculture into a social movement. It would be observed for one month every year.

Rural transport service soon

The Chief Minister said that master plan of every village has been prepared to ensure city-like facilities in villages. Works to be identified by villages will be done on priority. Thousands of villages have now been linked with all-weather pucca roads. Under Mukhyamantri Gram Sadak Yojana, 5500 villages have been connected with pucca roads. Rural transport service will be started soon.

Urban livelihoods Mission to be launched

Under Mukhyamantri Aawas Mission, 10 lakh houses will be constructed in next 5 years. Maximum permanent assets with MNREGA convergence have been constructed in Madhya Pradesh. At least one drinking water source will be made available in all majra/pare/tolas during 2014-15. Urban Lease Renewal Policy has been chalked out for systematic development in small and major cities, improving urban amenities and infrastructural reforms. Master plans of all cities are being chalked out. This year, Urban Livelihoods Mission will be launched with an expenditure of Rs. 75 crore.

DPRs for light metro trains in Indore and Bhopal cities are being prepared. Sanction has also been given to undertake survey for metro trains in Jabalpur and Gwalior cities. Dedicated Urban Transport Fund has been created for improving traffic arrangements in urban areas.

Mahila Panchayat soon

Referring to measures taken for women’s upliftment, the Chief Minister said that Mukhyamantri Mahila Sashaktikaran Yojana has been launched to make violence-affected women self-reliant. A Mahila Panchayat will be held soon to hear and remove problems of women and girls. For the first time in Madhya Pradesh, 50 percent reservation in elections of local bodies and teachers’ recruitment and 30 percent in recruitment of constables has been given to women. For brightening state’s future, primary, middle and secondary education is being expanded and skill development centres are being established in all development blocks to provide beneficial employment in formal and non-formal sectors. Special attention is being paid to school education. As many as 100 new higher secondary schools will be opened this year.

Referring to innovations in higher education sector, Shri Chouhan said that new job-oriented courses are being conducted in colleges. Higher Education Loan Fund has been instituted so that economically weaker students are not deprived of higher education. Smart phones will be given to students taking admission in government colleges.

Ultra small bank in every 5 kilometers

Referring to important role of financial inclusion in inclusive development, the Chief Minister said that ultra small banks will be established in every 5 kilometer rural area. About 2200 ultra small banks have been started. It has been decided to reimburse fee of SC and ST students of engineering, medical, BDS, B. Ed. pharmacy, nursing and diploma in engineering in private colleges.

Kinnar Panchayat

The Chief Minister said that post-matric boys and girls hostels for backward class students are being established at all district headquarters. Welfare schemes have been chalked out for all sections of society. Kinnar Panchayat will be held to provide them respectable place in society. All services including maternal and infant health services, family welfare schemes and services of National Disease Diagnosis Programme will delivered on guarantee. He said that due to sustained efforts during last 2 years, all health indices in the state have registered fall including reduction in infant mortality rate from 66 to 53, maternal mortality rate from 310 to 227 and gross birth rate from 3.1 to 2.4.

Enumerating achievements of industrial sector, Shri Chouhan said that Madhya Pradesh has taken a new shape on industrial map of the country. Average industrial growth rate of the state has been 9 percent during last 3 years, which is double the national average.

Mukhyamantri Yuva Udyami Yojana

The Chief Minister said that Mukhyamantri Yuva Udyami Yojana has been launched by expanding Mukhyamantri Yuva Swarozgar Yojana. About one lakh youths will be benefited this year. The fourth Global Investors Summit will be held at Indore from October 8 to 10, 2014.

Work to increase participation of state’s youths in sports has been taken up in mission mode. As a result, Indian Junior Girls Hockey team has won bronze medal in Germany. The team comprised 6 players of Madhya Pradesh State Women’s Hockey Academy, Gwalior. Madhya Pradesh has established its identity as a major tourism destination in the country and abroad.

Information technology cadre

In another step towards transparent and responsive governance, CM Helpline 181 has been launched. Information technology cadre is being set up. Besides, number of services under Public Service Delivery Guarantee Act has been increased from 47 to 101. A campaign has been launched to provide digitally singed caste certificates to students taking admission in class I. Works have been started to provide facilities and necessary infrastructure for Simhastha 2016.
