33.37 lakh e-transactions month in MP

Bhopal. Use of e-transaction is increasing in Madhya Pradesh. The State Government departments made average 33.37 lakh e-transactions every month last year. Of these, 29.11 lakh e-transactions were made between the government and citizens and the remaining pertained to utility bill payment and transaction between business and citizens.
Finance Department stood first by making 8.48 lakh e-transactions every month followed by the Transport and Land Record departments with 3.80 lakh and 3.45 lakh e-transactions per month. Thus, these departments stood second and third, respectively. Over one lakh e-transactions have also been made by Madhya Pradesh State Electricity Board, Education Department, Professional Examination Board, Public Service Manager, Commercial Taxes and Urban Administration & Development departments.

Madhya Pradesh, which pioneer in the use of information technology in government function, has registered yet another achievement by making electronic payments in 84 percent transaction. In addition to the 4 lakh 87 lakh odd employees all those individuals and institutions are benefiting from this system in whose bank accounts government funds are deposited. Efforts are afoot to remove the bottlenecks in the process of remaining 14 percent e-payments.
The e-payment system has eliminated a number of problems in the functioning of government offices. Earlier, the Drawing and Disbursing Officers (DDOs) had to obtain cheques from the treasury and sent them to the bank with the list on the basis of which the payment was made. This caused avoidable problems and delays. Now the amount is deposited through e-payment and recipients are informed of it through SMS.
Earlier, the budget controlling officer used to provide funds to the DDO under various heads for payment of telephone and electricity bills etc. From April one this year it is no longer required. Now the payment would be made direct from the budget of the budget controlling officer.
The process of salary generation has also become easier. These were manually prepared and many errors were made in the process. Now the salary generation is done by computer data base. Previously, the DDOs had to go to the treasury for salary generation. Now it is not necessary as they have been allowed to install Virtual Private Network and provided log in and password for this. Now they complete this process sitting in their offices. The possibilities of wrong payment in GPF account have also been ruled out.
The budget controlling officers have also been given the password facility to provide the budget to the DDOs as per requirement. Earlier, they had to load the disbursable balance on C.D. and deposit it printout.
Since year 2003 some works were done on treasury’s server and some on the central server. This caused delay in exchange of expenditure information and budget remission. Now the process has been centralized. This has ensured availability of database on the central server. All the treasuries and sub-treasuries directly use the central server for which they have been connected to State Wide Area Network (SWAN)
