Jansankalp promises must be fulfilled within prescribed time-limit

Bhopal: Chief Minister Shri Shivraj Singh Chouhan has directed that officers should make fulsome efforts in implementation of promises made in Jansankalp and Vision Document within time-limit and should not become paper heroes. They should ensure implementation at grassroots level. He hailed works undertaken by officers in implementing state government’s schemes during previous years, but also warned of consequences in case of irregularities.
After taking oath as Chief Minister, Shri Shivraj Singh Chouhan made the maiden visit to Mantralaya today and enumerated state government’s priorities at a meeting with officers. He said that the poor and weaker sections should feel that this is their own government. All possible efforts should be made to make Madhya Pradesh number one state in the country. The Chief Minister handed over Jansankalp 2013 to Chief Secretary Shri Anthony de Sa and directed him to chalk out an action plan accordingly. He also released Vision 2018.

Shri Chouhan said that the state government has been given mandate. People have shown trust that we have done better work. It is the result of Team Madhya Pradesh’s efforts. Now, engage with full might in living upto people’s expectations. It is the rule by people. All arrangements are for common people in democracy. Work with commitment, passion and dedication for developing Madhya Pradesh as the best state.

100-day action plan should be chalked out

He said that administration should be capable of taking decisions and implementing them immediately. Different departments should take up resolves for them. Schemes’ should be time-bound and there should be different plans for works to be done immediately, within a year and long-term duration. All departments should chalk out 100-day action plan, which should be prepared within a week.

All departments should arrange internal vigilance

The Chief Minister said that there will be zero tolerance against corruption. Set-up of Professional Exam Board should be improved and process should be made transparent. No one is allowed to take undue advantage of power. All are our friends, but no one will be allowed to do wrong at any cost. Immediate information should be given to the Chief Minister or Chief Secretary in case any difficulty arises. Take decision with good intentions, do not take risk. State government will always stand by you if intentions are bonafide.

People should get facilities without difficulty

Enumerating his priorities, the Chief Minister said that people should get benefits of schemes and programmes without any difficulty. Food grains under public distribution system and free medicines in hospital should be provided immediately. Similarly, works at tahsils and hearing in police stations should be done quickly and help of information technology should be taken to ensure that caste certificates are delivered at the earliest. All facilities should be received by people without any hassels.

Time-limit for deciding on files

He said that files should be disposed of within time-limit. Time-limit should be prescribed for deciding on files from CM level to all other levels. Action should be taken on not observing time-limit. Tour days of officers should be fixed. They should undertake tours to know ground realities. Days of sitting in office should also be fixed apart from time to reach office.

Chalk out annual action plan

The Chief Minister said that all Principal Secretaries, Secretaries and heads of departments should chalk out annual action plan in January. He said that farmers should be helped in getting benefit of crop insurance, works should be ensured in the interest of middle and poor classes and a new policy should be evolved for sand mining. Youths should be provided technical knowhow, designs, capital and marketing for laying a network of small and cottage industries, throughout the state, review of decisions taken at panchayats held so far, preparation of wheat procurement, bringing Narmada water to Malwa, improvement in quality of higher education, making Jan Sunwai effective and adding names under Food Security Act speedily. He said that all should work in tandem for state’s development. We are accountable to people. If intentions are malafide, then be ready to face consequences. Do better work unitedly to develop Madhya Pradesh as the best state. At the meeting, Chief Secretary Shri Anthony de Sa said that a clean, effective and public-oriented administration will be ensured under the guidance of the Chief Minister. All Additional Chief Secretaries, Principal Secretaries, Secretaries and heads of departments attended the meeting. Principal Secretary General Administration Shri K. Suresh proposed a vote of thanks.
