To Get Indian Visa, Headley Misrepresented Facts: FBI

A retired Major, Lahore-based,has surfaced as a vital link between Mumbai terror attack suspect David Coleman Headely and his Pakistani handers who tasked him planning and plotting strikes in India.l

Retd Major Abdur Rehman Hashim Syed, also known as Pasha or major, has been charged by the FBI in a Chicago court on two counts of conspiring terror attacks in association with Headley, the US national of Pakistani-origin, and two other Pakistan-based terrorists.

Abdur Rehman coordinated with HuJI leader Ilyas Kashmiri and a Lashkar-e-Taiba (LeT) operative to commit terrorist acts involving murder and maiming outside the US, and conspired within and outside the US to provide material support to that conspiracy, the FBI said in its 42-page charge sheet.


The FBI has charged that Pakistan-born American national and suspected Lashkar operative David Coleman Headley, who has been accused of criminal conspiracy in the Mumbai terror attacks, had misrepresented facts while applying for an Indian visa.

“In applying for his visa to travel to India, Headley misrepresented his birth name, father’s true name and the purpose for his travel,” the FBI said in its 12-count chargesheet filed against him in a Chicago court.

According to reports, Headley took help from his school-time friend Tahawwur Hussain Rana for applying for a visa to travel to India. Rana was able to favour him cosily, for he ran an immigration service in Chicago, named the First World Immigration Services.

The FBI has arrest Rana as well for plotting terror attacks in Denmark and India. Headley received Rana’s approval to set up a First World Office in Mumbai as cover for this activity.

The FBI chargesheet accuses Rana of instructing one of his employees for readying documents to back Headley’s cover story and urged him on how to get a visa to travel to India.

The chargesheet says that after being tasked by Lashkar, Headley approached Rana in late 2005 with gathering surveillance in Mumbai.
