Policy for construction of sports grounds and sports goods chalked out
Bhopal:The state government has chalked out a policy for development of sports facilities in schools. Under the scheme, sports grounds will be constructed and sports goods and equipments purchased. The government has directed all Divisional Joint Directors, District Education Officers and school heads to implement the scheme earnestly.
Under the policy, target will be fixed for construction and strengthening of sports grounds to ensure as to which division is suitable for development of which sports facilities. While fixing target, region’s prevalent games, sports talents, needs etc. will be taken into consideration. First, the sports facilities will be developed at divisional level followed by districts in phases. If a work is not completed within a year, necessary funds will be given in the next year for its completion. Only the estimate chalked out by a government agency will be acceptable for construction and strengthening of sports grounds.
Provisions for purchase of sports goods have also been made in the policy. For it, a district-level technical committee will be constituted. The committee will comprise physical training teacher, outstanding players and school players. Goods will be purchased as per rules through open tender on quality basis. Physical verification of goods will also be made from time to time. Multi-purpose halls will be constructed in districts for indoor games.
Process has also been laid down to send proposal for purchasing sports equipments and goods. All school heads will chalk out sports development plan in accordance with students’ interest, talents, background, traditions and available materials and submit the same to DEO. Integrated Sports Development Scheme will be chalked out after considering all proposals. School-wise plans for purchase of sports goods and materials under the scheme will be sent to Divisional Joint Director, who will prepare division’s integrated proposal to the directorate.
After approving the proposal, the directorate will release funds for its implementation. District and division will maintain record of sports facilities, players, sports equipments etc. available in every school. These will be reviewed during inspection. For strengthening and ensuring quality of sports goods and materials, Assistant Director (Sports), District Spotrs Officer and Sports Inspector will constitute one committee each of outstanding players and physical training teachers at division level. The committee will undertake constant monitoring of these works in the division and send its reports after verifying it.
