NGO’s Contribution Vital for Rebuilding Madhya Pradesh: Chouhan
Hosting the NGOs’ Panchayat (conclave) at his residence on Monday, Madhya Pradesh Chief Minister, Shivraj Singh Chouhan said that NGOs’ cooperation will be sought for greater involvement of people in the rebuilding of the state.
He said the voluntary organisations will be promoted to add more impact to their functioning and effectiveness.
Representatives of some 1500 voluntary organisations and representatives of groups formed by Jan Abhiyan Parishad in development blocks participated in the Panchayat. Shankaracharya Rambhadracharya Ji Maharaj, who also conducts an NGO, was also present.
Chouhan said that it was not possible for the government alone to bring in a renaissance in the state, he stressed that it was time to do away with the deep-rooted notion that expects the government to do everything.
He said that voluntary organisations will help imbibe a sense of responsibility in every citizen of the state and contribute towards the development of a new atmosphere for development.
Speaking on the occasion, Finance Minister Raghavji said works can be done more easily by promoting NGOs.
Parliamentarian Anil Madhav Dave said that a new work culture is evolving in the world in which voluntary organisations’ role will be vital. The voluntary organisations of the state should also come forward to contribute in the state’s development.
Shankaracharya Rambhadracharya Ji Maharaj said that free lodging and education is provided to students at the university established by him at Chitrakoot (Uttar Pradesh).
Earlier, Principal Secretary Devendra Singhai shed light on the objectives of organising NGOs’ Panchayat.
On the occasion the participants came up with several suggestions, they sought a decrease in the quantum of paper work, giving government work to small local NGOs and formulation of clear-cut policy governing voluntary organizations.
Following are the important announcements made by the Chief Minister at the Panchayat
A task force will be constituted with a view to chalking out a creative policy to provide conducive atmosphere for voluntary organisations, which will finalise the policy after wide confabulations with non-government organisations. The policy will be finalised in three months.
Now, a unified web-based system will be evolved for the registration of NGOs where all the rules, proformas and process will be available. A voluntary organisation will get recognition in all the departments by registering itself at only one place.
A system will be evolved for accreditation of all the voluntary organisations working in the state through Jan Abhiyan Parishad. This will make speciality-based grading available to voluntary organisations which will facilitate them in participating in governmental programmes.
Rs one crore will be spent on increasing the skills of workers of NGOs in the state. Capacity expansion will also be undertaken for improving internal management of these organisations. This will benefit about 1250 organisations.
Conferences will be held on regular basis at district level for ensuring effective coordination between voluntary organisations and government departments and solving their problems. District in-charges will meet representatives of NGOs during their tours and district administration will also organise meetings.
Jan Abhiyan Parishad will establish facility centres at all the divisional headquarters to provide help to NGOs in preparing projects about national and state level works.
Processes pertaining to NGOs will be simplified.
Arrangements will be made for independent assessment of development works being undertaken by voluntary organisations with government funds so that transparency can be brought about.
Such works will be identified in every department of Madhya Pradesh government in which NGOs can play their role. The government will prepare a diary of all such works in which NGOs’ participation has been arranged. This will provide information about all the projects to NGOs at a single place. Help of voluntary organisations will be taken in such works.
The state government will promote such a system which can provide government data to voluntary organisations easily.
State and district level awards will be given to NGOs coming out with excellent work. The awards will be named after great personalities of social service sector.
The District Planning Committees will consult voluntary organisations before finalising plans.
Beds will be kept reserved in the nearby hospitals for the elderly persons of the old age homes being run NGOs.
Arrangement will be made to receive complaints from registered NGOs on a particular phone number at CM’s Secretariat. Action will be ensured after necessary enquiry.
If the voluntary organisations manage 50 percent amount for development works in villages, the government will provide rest of 50 percent amount to them. A detailed plan will be chalked out in this connection.
The Union government will be informed about the problems of NGOs related to the central government.
Cooperation of all the residents is necessary for bringing Madhya Pradesh in the category of developed states. Important role will be assigned to NGOs in turning Madhya Pradesh Banao Yatra into a mass movement.
With a view to giving fillip to development of Madhya Pradesh, the state government has identified such areas where NGOs can have a role. These are as follows:-
Panchayat and Rural Development Department will implement an Integrated Water and Soil Conservation Programme at village level under National Rural Employment Guarantee Scheme. Under this programme, structures for water and soil conservation will be built in the fields of small and marginal farmers. Role of NGOs will be ensured in preparing and implementing plans for this purpose.
