CM undertakes surprise inspection of public facilities

Bhopal: Chief Minister Shri Shivraj Singh Chouhan undertook surprise inspection of building permission, development permission and colonizers licence branches of Town and Country Planning and Kolar Nagar Palika here today. He also halted at random at Patrakar Colony and examined quality of road being constructed by municipal corporation. He sought information about quality of road from residents and examined thickness of asphalt layer by getting it dug. It is noteworthy that the Chief Minister had received complaints regarding delay in delivery of building permission and other necessary documents.

Appreciation for work as per rules, punishment on negligence

Shri Chouhan reached Kolar Nagar Palika Parishad office at about 4 pm. He enquired concerning in-charge officer and employees about issuance and maintenance of main documents and certificates including nomination, building permission, birth-death, marriage certificates. After enquiring about time-limits for disposal of applications, he warned that strict action will be taken in case applications were not disposed of within time-limit. He also directed the staff to seek information about necessary documents while receiving applications and keep in view time-limit prescribed under Public Service Delivery Guarantee Act. Shri Chouhan directed district collector Shri Nishant Warwade to examine all files of Kolar Nagar Palika and apprise him about it. Work as per rules will be appreciated and negligence will be punished, he added.

Inspects public service centre

Shri Chouhan also undertook surprise inspection of public service centre set up at Kolar Nagar Palika. He interacted with applicants for various services. People complained about late delivery of ration cards. The Chief Minister said that labourers’ registration should be made with sensitiveness. He enquired of staff about functioning and procedures at the public service centre. Chief Municipal Officer Kolar Shri Rajesh Shrivastava informed the Chief Minister about process to receive and redress applications. The Chief Minister said that time-limit for giving building permission is 60 days. Seeking information about procedures, the Chief Minister also examined concerning registers. Advising to avoid use of official jargon, he directed to use words and language which can be understood easily by common people.

A complainant Shri Prem Narayan Ghoshi informed the Chief Minister that his building permission is pending. The Chief Minister redressed the complaint immediately. Shri Chouhan tallied building permission register with wealth tax register and stressed the need to dispose of applications in this way.

About marriage and death certificates, the Chief Minister was informed that both these certificates are issued without delay. The Chief Minister directed that if an applicant does not turn up on time then these certificates should be sent to him by post. The Chief Minister also inspected register of Jan-sunwai and directed for constant monitoring of public-oriented works.

Inspects town and country planning office, fines smoking

Shri Chouhan undertook surprise inspection of town and country planning office. He enquired about delay in issuing development permission and colonizers licence. He imposed fine on Joint Director V.P. Kulkreshtha on being found smoking in his room. The Chief Minister directed to computerize entire system. He sought files containing record of receipt and disposal of applications.

Inspection of public facility centre

Chief Minister Shri Chouhan inspected municipal corporation’s public facility centre at Manisha Market. He examined files and talked to a citizen Shri Gopal Rao over mobile as to whether he has any difficulty or whether some staff member is demanding money. Shri Gopal Rao informed that he was issued building permission within 21 days and information regarding it was given to him by the staff over mobile phone. Examining registers for various facilities and disposal of applications at the centre, the Chief Minister directed that there must be column for applicant’s mobile number on application form so that discussions can be held with him from any level.

Inspection of road quality

Shri Chouhan inspected road being constructed at Patrakar Colony. He had the road dug for test of quality.

The Chief Minister informed that there should be machines to examine quantity of asphalt at the road construction sites and record of quality should also be maintained. Bhopal Collector Shri Nishant Warwade and OSD Shri Komal Singh accompanied the Chief Minister.
