MP to be first state to frame law for houses to poor

Bhopal: Madhya Pradesh will be first state to frame a law to ensure that no poor person is without his own house. The law will provide that no poor person should be dislocated without making alternative arrangements. This was directed by Chief Minister Shri Shivraj Singh Chouhan at a high level meeting here today.

“Gareeb Kalyan Varsh” will be observed from September 25 next to mark birth anniversary of late Pt. Deendayal Upadhyay. During the year, various pro-poor schemes will be reviewed, suitably improved and new schemes will be launched. The state government will present its report card before the people between October 29 and November 29. For this, programmes will be held at village, development block, district and state level. Chief Secretary Shri Anthony de Sa and DGP Shri Surendra Sinh were also present.

The Chief Minister said that all departments should chalk out action plans to implement announcements made by him at the main function on Independence Day. Availability from Bhudan Andolan and surplus ceiling land in the state should be reviewed and scheme should be chalked out to distribute such land to small and marginal farmers. Land Reforms Commission should be constituted soon. Process should be started to set up fast track courts for quick disposal of poor persons’ land disputes.

All signboards at Bhopal to be in Hindi

The Chief Minister directed to complete within the time limit, all preparations for Vishwa Hindi Sammelan to be held at Bhopal from September 10 to 12 next. He said that a campaign should be launched with people’s cooperation to ensure that all signboards at Bhopal are in Hindi. All information and directions should also be given in Hindi during Hindi Sammelan. All Principal Secretaries should get documented best practices of their respective departments. Water Resources, Narmada Valley Development, Rural Development and Forest departments should chalk out strategy to increase irrigation capacity to 60 lakh hectares during next 10 years. Process to give 10 percent loan subsidy to farmers on purchase of seeds and fertilisers and formulation of Crop Insurance Scheme should be completed at the earliest. Process should be continued to give pattas to forest dwellers eligible under Forest Rights Act. Process should be started to withdraw petty court cases pending against forest dwellers for long.

Dialysis facility in all district hospitals

Dialysis facility should be made available in all government district hospitals by January 26 next. Women’s heath check-up campaign should be monitored constantly. If disease is diagnosed in preliminary check-up, arrangements for treatment should be made. Income limit for giving scholarship to students of poor general category families should be enhanced. Along with SC and ST, students of poor general category should also be extended assistance on passing All-India competitive exams. Smart phones should be given to students taking admission in colleges. Women should be given 33 percent reservation in police recruitment.

State’s Smart Villages to be example for country

All big and medium cities in the state should be made Smart Cities by providing all basic amenities there. State’s villages should be developed as Smart Villages with availability of power, water, roads, facilities of health and sanitation. Smart villages of the state should be an example for entire country. Dial 100 Scheme for better law and order should be launched from November 1. Arrangements for women police personnel should be made in police stations for action in cases pertaining to women. Agriculture Department should undertake action on a war footing to save soybean crops from caterpillars. Preparations for Simhastha and ideological seminars to be held during it should be made within prescribed time-limit. The Chief Minister will himself visit Nasik Kumbh next month to invite Akhadas in Simhastha.

Departments’ annual action plans on website

The Chief Minister said that all ministers have reviewed works costing upto Rs. 50 lakh in the districts under their respective charge. Principal Secretaries and heads of departments of all departments should act as per their reports. He said that on the basis of feedback received from entire state, he would send information to Principal Secretaries of concerning departments every week. On its basis, administration should be streamlined down to the lowest level and strict action taken against the guilty. Immediate action should be taken against government servants found guilty in Lokayukta cases. Priority of development works should be ascertained as per Vision Document prepared by MLAs. All departments should upload their action plans on departmental websites. Departments should simplify various procedures.
