MP Cabinet Approves New Transfer Policy

Bhopal – Madhya Pradesh cabinet Monday approved the transfer policy-2010-11, framing regulations for the transfer and postings of officials and employees of the state government.

The new policy accommodates recommendations made by various groups during Manthan 2009.

In accordance with the new policy, postings of officers and employees would be made on the basis of performance and as far as possible female officers would be placed on higher administrative positions in 14 districts with an imbalance in the gender ratio.

Officers and employees facing a departmental enquiry for moral turpitude will no longer be posted on executive positions.

While the ban on year-round transfers of officers and employees at state and district levels continues, the same would be relaxed till June 15, 2010 from the date of issuance of these directives.

During the period every department would be able to make transfers as per their administrative requirements.

Intra-district transfers of class two and class three officials will be effected by the heads of the respective departments on the basis of proposals forwarded for the purpose by the department’s principal secretary, secretary or HoD, after approval from the departmental minister.

By transfers the vacant posts will be filled first in scheduled areas and only after cent percent filling of vacant posts in scheduled areas the posts in non-scheduled areas will be filled up.

In scheduled areas transfers will be made only after completion of three years of service, but such transfers would be as per seniority of posting.

The officials transferred from scheduled areas to non-scheduled areas will not be relieved until their relievers join. However, this condition will not be applicable in case of officials transferred from one scheduled area to another.

The transfers of police officers and employees would be made as per the guidelines of the Police Establishment Board.

Class one and class two officers posted in districts will be transferred after completion of three years of posting at one place on priority.

In case of class three executive officers and employees transfers may be done on completion of three years of posting, as a rule; however, it only means that this will be one of the bases for transfer. It would not be compulsory to do so.

In case an application is received by husband and wife for transfer on their own expenditure, the transfer may be made; however, the place of posting will be decided as per administrative requirement.

In case a government servant is afflicted by a terminal disease like cancer or any other serious disease or needs dialyses  or regular check-up after open heart surgery and the facility is not available at the place of their posting, then on the recommendation of district medical board the transfer may be done if they so desire.
The employees with 40 per cent or more disability will not be transferred, as a rule; however if they apply for transfer on their own expenditure, it can be considered.

Any executive officer or employee, on transfer or promotion will not be posted in his or her home district, as a rule; however it may be done in the case of unmarried, divorcee, abandoned women.

The government will only post competitive, young and active officers in Naxal infested areas and it would be mandatory for them to complete two years at such a posting.
