Judicial infrastructure and modernization possible only through partnership of executive and judiciary: CM

Bhopal: Chief Minister Shri Shivraj Singh Chouhan has urged for continued partnership of executive and judiciary for judicial infrastructure and modernization of courts. Shri Chouhan was addressing a joint convention of Chief Ministers and Chief Justices of states in New Delhi today. Chief Justice of Madhya Pradesh High Court Shri A. M. Khanwilkar was also present on the occasion.

Prime Minister Shri Narendra Modi also addressed the convention. Union Law Minister Shri Sadanand Gowda, Chief Justice of India Shri H.L. Dattu, Chief Ministers and Chief Justices of states attended the convention.

Shri Chouhan said that he is committed to extending every cooperation to judiciary in delivering less expensive, easy and speedy justice. There would be no financial constraint in this. Every assistance sought by judiciary will be provided by the state government from its own resources. Shri Chouhan said that he is ready to give fiscal autonomy and right to High Court to re-appropriate budget.

Shri Chouhan stressed the need for a new strategy and legal changes to reduce pendency in courts. He said that cases of cheque bounce and other petty revenue cases may be disposed of in initial proceedings in revenue courts. Similarly, cases under Motor Vehicle Act etc. can also be disposed of through penalty and chalan. Shri Chouhan said that most of the cases against state governments are filed by their own officers and employees. For this, state governments should dispose of cases of officers and employees through internal arrangements within time-limit. Shri Chouhan informed that Madhya Pradesh government implemented Public Services Delivery Guarantee Act in year 2009 under which services are delivered within time-limit.

Shri Chouhan informed that Labour Act and various other Acts have been amended in Madhya Pradesh keeping in view interests of labourers and employees. Policy of zero tolerance against has been adopted in crimes against children and women. The state government is using information technology, digitizing to modernize courts and making available skilled manpower who will be helpful to simplify judicial process and dispose of pending cases. The state government has implemented Mukhyamantri Adhivakta Kalyan Yojana 2012. Under the scheme, immediate financial assistance of Rs. one lakh is made available to next of kin in case of sudden death of an advocate. New advocates are provided Rs. 15 thousand to set up library and office. Financial assistance is also given in case of serious disease.
