No lack of resources, there should be no lack in sensitivity too

Bhopal. Chief Minister Shri Shivraj Singh Chouhan has said that the state government has no dearth of resources, therefore, there should no lack in sensitivity. He said that administrative systems get live and effectiveness only through sensitivity. Today in two-day conference of commissioners and collectors and CEOs, Shri Chouhan said that execution on state government’s majority of the scheme demands human approach  along with administrative efficiency. He asked district collectors that as they move forward to help people and approach to serve, entire administrative will be active and efficient.

The Chief Minister reviewed possible difficulties coming in execution of different government schemes at ground level. He appreciated districts performing excellent on criteria for review of schemes and asked districts performing bad, to improve, understanding their problems.

The Chief Minister asked collectors to improve in service delivery system and make the system transparent and accountable. Take action against officers not fulfilling duty and appreciate staff for good work. He said programmes and schemes of the government’s priority will be mentioned in CR of officers.

CM Shri Chouhan reviewed department-wise schemes. He instructed to carry out wide campaign for registration of labourers to provide benefits under different schemes. He also instructed to achieve target of open defecation free (ODF) cities by March 31. All ministers and senior administrative officers were present in the conference.

Make citizen centric services better

Reviewing different programmes and schemes related with urban administration, Shri Chouhan instructed to make delivery of citizen centric services better and said, applications received under Public Service Guarantee Act must be resolved cent per cent. Prepare to achieve target of construction of five lakh houses in urban areas in next two years. Instructions were issued to provide  facilities to poor under different schemes of poor welfare under Nagaroday Abhiyan. Priority should be set to provide residential patta in cities. Form scheme to give e-rickshaw to hand cart puller and rickshaw drivers. It was informed that  preparations are being made for sanitation survey to be held in January in all urban bodies. Urban residential schemes of Rs 5584 crore have been sanctioned in the state. Total 551 wards have been declared open defecation free in urban bodies in the state.

Delay in wage payment to labourers won’t be tolerated

Shri Chouhan said that priority should be given to make villages open defecation free. District in-charge ministers will regularly review it. He said that it should be ensured to provide second installment to beneficiaries under Rural Housing Scheme. Delay in wage payment to labourers under MANREGA won’t be tolerated. Instructions were issued to make effective monitoring for Mukhyamantri Mazdoor Suraksha Yojana, and launch drive for registration of labourers in the schemes. It was informed that 9.73 lakh rural houses were constructed in last five years.

In-charge ministers should carry out surprise check in revenue cases

Chief Minister Shri Chouhan instructed that in-charge ministers and commissioners will carry out surprise check in redressal of revenue cases. Instructions were issued to launch drive for mentioning maps in property division cases, and resolve pending cases in revenue court within time limit. It was informed that non-disputed name transfer cases had been redressed in 35 districts. Power of naib tehsildars has been transferred to revenue inspectors for speeding up redressal of revenue cases.

Form monitoring committees

Chief Minister Shri Chouhan underlined direct benefit scheme during review of food and civil supplies department. He said that ration distribution system should be linked with Aadhar card. He said that the task to link aadhar number should be completed by December. No poor should face difficulties in ration distribution system. He asked district in-charge ministers that formation of monitoring committees at block and district level should be completed by November end.  The chief Minister asked to provide benefit to beneficiaries under Pradhanmantri Ujjawala Yojana by holding programmes.

Take action against lower to upper level staff for not opening Aanganbari

Chief Minister Shri Chouhan, during review of woman and child development department, instructed to hold convention of girls who passed fifth class and jointed sixth class and registered under Ladli Laxmi Yojana. The girls will be made brand ambassador of ‘Beti Bachao-Beti Padao’ abhiyan. The Chief Minister said that there is decline in malnutrition but round the clock efforts are required to remove the menace. Woman and child development, health, and forests departments should launch joint drive to eradicate malnutrition. He said, the three department, in coordinated efforts, should  include issues related with support from the society against malnutrition and health examination of marriageable girls considering local circumstances of community and region in integrated action plan. He said that action will be taken against from aanganbari to district programme officer of woman and child development department for dysfunction of operation of aanganbari. He instructed divisional commissioners to carry out inspection at Aanganbari.

Take action against those who causes irregularity in free medicine distribution

Shri Chouhan emphasized on constant efforts to identify patients below 18 years age under Bal Hriday Upchar Yojana, during review of health department. Shri Chouhan raised a need to detect cancer, kidney and gynecology related diseases within time. He asked collectors to hold camps at least once in a year for such special disease. Survey should be carried out to find out suspected patients and bring them in camps. Treatment facility should be availed by experts. Stressing on monitoring of free medicine distribution system, he said that collector and additional collector will carry out physical verification of medicine stock. Punitive action will be taken against officers responsible for any irregularity in it.

Review of Pension Schemes

Reviewing the pension schemes, Chief Minister Shri Chouhan said that no problem should occur in absence of small information like account numbers of pensioners, IFS code etc. He told the district collectors to ensure themselves that pensioners get pension on time. Moreover, reviewing the Rashtriya Parivar Sahyta Yojana, Shri Chouhan said that make efforts for immediate release of assistance amount in case of death of the earning member of the family.

Release Assistance Amount in the Name of Daughter under Kanya Vivah yojana

Chief Minister Shri Chouhan while reviewing the Mukhyamantri Kanya Vivah Yojana said that this scheme among the top priority schemes of the government. It has helped a lot to the poor families. As regard to the complaints received in this scheme, he said that concerned CMO or CEO will be held responsible for delay and action will be taken against the concerned person. He gave directives to release the amount or cheque in favour of the daughter.

Moreover, regarding disabled welfare schemes, Shri Chouhan said that a wide campaign will be conducted to identify disabled and for their social and economic rehabilitation. To help disabled person highlights sensitivity of the government. Shri Chouhan directed the officials to organize camp once in a year at block level to help disabled.

Review of Employment Schemes

The Chief Minister Shri Chouhan reviewed Mukhyamantri Swa-rozgar yojana, Mukhyamantri Udhyami Yojana and Mukhyamantri Arthik Kalyan Yojana. He said that scheme aims at preparing youth entrepreneurs and to develop feelings of entrepreneurship among the youths. This will enable them to become entrepreneurs in the future. He gave directives to the collectors to take special interest to eradicate banks’ problems. Target has set to benefit one lakh youths through these schemes. Shri Chouhan reviewed schemes district wise. He congratulated Neemuch, Ujjain, Datia, Khandwa and Guna for best performances.

Main Directives/Decisions

Chief Executive Officers of Satna and Ashoknagar Jila Panchayats were removed on account of poor performance. Action will be taken against officers for poor performance.

Namami Devi Narmade campaign will be started from November End.

Adhaar number will be printed on caste certificates.

All the cities will be free from open defecation till March 31, 2017.

All the villages will be free from open defecation till December 31, 2018.

E-Rickshaw will take place in place of pulling rickshaws.

Nagrodaya campaign from December 25 to January 26, 2017.

Camp of Beneficiaries welfare oriented schemes will be held from November 10 to November 30.

Now Keshshilpi schemes will be implemented in rural areas.

Amendments of revenue maps to be completed by March 31, 2017.

Now Land allotment for government use will be done by collectors with the permission divisional commissioners at Indore, Jabalpur and Gwalior cities.

Now SDM can hear appeal of demarcation.

Collectors will hear revenue cases mandatory in the second session on Monday.

No video conferencing will be held from mantaralaya level on Monday with the collectors.

Bank code of beneficiary welfare oriented schemes will be fed till march 31, 2017.

Campaign will be conducted for surgery of hearing impaired and lips dissected children.

Target completion of Swa-rozgar schemes till December 31.

Distribution of swa-rozgar schemes cases in the month of January and February.
