Every deptt. to chalk out action plan to implement Vision Document and Jan-Sankalp

Bhopal: Chief Minister Shri Shivraj Singh Chouhan has said that Vision Document 2018 and Jan-Sankalp 2013 are roadmaps of state’s development and symbols of people’s expectations. Real leadership of its implementation will rest with minister of concerning department. Every department should chalk out 100-day, one-year and 5-year action plans to implement Vision Document and Jan-Sankalp. The action plans will be finalised by minister of concerning department. Chief Minister Shri Chouhan was addressing a meeting of Ministers and senior officers at Mantralaya today.
Chief Minister Shri Chouhan called for prospering and developing the state through concrete works. He asked them to prove true to people’s expectations and not waste even a single day. A Vision Document has been prepared to make Madhya Pradesh a pioneer state in next 5 years. Departmental Ministers can improve its implementation. Minister should themselves give a presentation during departmental review meetings. He said that fiscal discipline should not be ignored. There should be policy of zero tolerance against corruption. Irregularities will not be tolerated in any case. Give fully clean and transparent administration. Promote officers with clean image. Field postings should be made only after judging officers’ work capacity and honesty. Departmental enquiries should be disposed of within time-limit. Every work should be completed within time-limit. Responsibility should be fixed if work is not done within time-limit. Departmental Ministers can seek advice from experts. Special attention should be paid that no one is able to misuse power. The 100-day action plan will be implemented from January 1. Assessment of work will be done on its basis. Ministers should get the action plan uploaded on departmental websites and seek people’s suggestions about it. All departments should simplify procedures. No compromise should be made with quality of construction works. The Chief Minister stands by officers for works done for state’s development.
The Chief Minister said that per hectare agriculture productivity, rate of seeds transplant and dairy production should be increased. Strict action should be taken against spurious seeds and fertilisers. It was informed that Madhya Pradesh will become number one state in the country in next 2-3 years leaving Gujarat and Punjab behind.
Shri Chouhan directed to ensure attendance of teachers in schools. An action plan for infrastructure development should be chalked out in school education. Posting of principals of higher and technical institutions should be rationalised. International level educational institutions should be brought to Madhya Pradesh. Revolutionary changes should be brought about in hospitals’ cleanliness and sanitation. Ensure attendance of doctors and chalk out a concrete action plan to bring down maternal and infant mortality rates and eradicate malnutrition. Ensure availability of nutritious diet at village level. Pay special attention to women’s security. During tours, Ministers should also inspect industrial training institutes. The resolve to provide jobs to 10 lakh youths in next 5 years should not remain a mere formality. It was directed that a drinking water source should be available in every habitat and drinking water should be supplied to houses through piped water schemes in villages. Consider to evolve new system for rural transport. The single window for industrial investment should be made single window in true sense.

Presentations were given at the meeting on agriculture, irrigation’s diversification, education, health services, women’s empowerment, skill development, inclusive development, water supply, roads, power supply, renewable energy schemes, urban development & public transport, environment management, rural development & sanitation, employment generation & investment promotion, sports, tourism, heritage & culture and good governance. It was informed that the fallow land in Madhya Pradesh will be reduced from 11 lakh hectare to 5 lakh hectare to increase agriculture production. Meadow development programme will be implemented on a large scale to increase dairy production. Availability of a school will be ensured within every 5 kilometers. Gross enrollment ratio in higher education will be increased. E-Net Scheme will be launched to monitor maternal and infant welfare. The Health Department has chalked out a scheme to construct 4 thousand buildings of hospitals. Community leadership capacity building scheme will be started for women. Employment exchanges will be converted into human resource centres. Availability of piped water will be ensured for every rural household in next 5 years. All majra-tolas will be linked with roads. New plants will be set to ensure supply of quality power. Power generation in the state will exceed 21 thousand MW in next 5 years. Madhya Pradesh’s power distribution system is the best in the country. Renewable energy generation will be increased to 4 thousand MW in next 5 years. Transport Unified Authority will be constituted to ensure better urban transport. In view of public facility, development plans of 377 cities will be chalked out. A scheme will be chalked out to link every village with road. Global-level infrastructure development works will be done in industrial areas. A master plan will be chalked out to provide international level facilities at tourist centres. International aviation facility will be developed at Indore and Bhopal. Government procedures will be reconstructed to ensure transparent and responsible administration.
