Bhopal: A cabinet meeting chaired by Chief Minister Shivraj Singh Chouhan endorsed Analogue Semiconductor Fabrication Investment Policy-2015 here today. Madhya Pradesh is the first state in the country to frame this policy. The policy will help in tapping immense potential in Semiconductor fab sector in the state.

Electronic system designing and manufacturing (ESDM) sector will also develop speedily with establishment of industries in Semiconductor fab sector. Other units will come up near fab units including fabless designing companies, electronics production units, electronics manufacturing service, assembly, testing and other units. State will have a new identity in ultra high modern tech. Foreign exchange will be saved since microchips have to be imported from other countries at present.

As per the policy endorsed by the cabinet, free land and 75 percent of building construction cost will be provided to the unit investing minimum Rs. 3000 crore. The unit will be supplied 24X7 power as per requirement, uninterrupted power through 2 grids, sewage infrastructure, quality road from unit to airport, free trade zone at airport, chemical firefighting near airport etc.

Each unit established with Rs. 5 thousand crore investment will provide jobs directly to about 1000 highly skilled persons and 10 thousand persons indirectly. The unit will enjoy all benefits as per Government of India’s policy.

The cabinet decided to constitute a cabinet committee to replace apex investment empowered committee constituted under Investment Promotion Act. An applicant distressed by decision of district/state-level committee can now move revision application within 90 days instead of 30 days. Cabinet committee may also consider revision application even after 90 days in justifiable cases. Option for application or revision will be available only once, but there would be provision for second appeal in cases of extension of period pertaining to start of commercial production.
