State’s economy to be made vibrant by linking youths with employment : CM
Bhopal: Chief Minister Shri Shivraj Singh Chouhan has said that Madhya Pradesh’s economy will be made vibrant by linking youths with employment after equipping them with skills. ITIs in the state will be developed as brands. Employment exchanges will be made multi-purpose. Chief Minister Shri Chouhan was addressing Skill Summit at Lal Parade Ground here today. Former Union Minister Shri Venkaiah Naidu was specially present on the occasion.
The Chief Minister said that every village in the state will start getting 24-hour power supply from May this year. As a result, small industries will be opened in villages. These days, every big industrial house is coming to the State. This will increase both employment and revenue. Local youths will get 50 percent jobs in these industries. The State Government has decided that special package will be given to the companies which offer 90 percent jobs to local people.
Chief Minister Shri Chouhan said that Skill Summit is Madhya Pradesh’s Mahayagya. It is our resolve to make Madhya Pradesh pioneer state in the country. Irrigation capacity has been increased from 7 lakh hectare to 25 lakh hectare during last 9 years. Now, concrete shape will be given to link Narmada with Kshipra, Kali Sindh, Gambhir and Parwati rivers. This will irrigate about 16 lakh hectare.
The Chief Minister said that Skill Development Mission is a campaign to train youths for employment and industries. Youths will be imparted such training that they can obtain job anywhere in the world. Mukhyamantri Swarozgar Yojna has been chalked out to enable youths to set up their own industries. Under the scheme, loan guarantee on loan upto Rs. 25 lakh and 5 percent interest subsidy for 5 years will be given by the State Government. The Chief Minister exhorted youths to take pledge for making the state rich and prosperous.
Chief Minister Shri Chouhan announced that every development block in the state will have an ITI or Skill Development Centre for imparting technical training. In SC, ST dominant development blocks, 47 Special Skill Development Centres will be opened for primitive tribes. The Agriculture Department will start 5 Skill Development Centres separately. Youths will be imparted training in 20 trades in agriculture sector. State Government’s 25 departments will implement Skill Development Mission. Tool rooms will be established at Bhopal, Jabalpur and Satna for providing qualitative resources and equipment to small and medium industries. Four finishing schools will be opened for pass outs of ITIs and polytechnics. Employment exchanges will be made multipurpose. These will provide career guidance and placements and organise job fairs. Skill Development Centres will be opened in all jails in the state like Dhar and Betul. Vocational training after classes will be imparted in 110 colleges and 150 schools. ITIs will be developed as brand. Placement cells and computer labs will be set up in ITIs. Scholarships to SC, ST students will be enhanced. Scholarship distribution will be brought under the purview of the Public Services Delivery Guarantee Act. A system will be evolved to issue Skill Expertise Certificates to craftsmen living in villages. Madhya Pradesh’s youth will be trained to participate in Global Skill Competition. Smart classroom, language lab and wi-fi facilities will be provided in ITIs and polytechnics. Multi-skill Development Centre costing about Rs. 50 crore will be established. Changes as per requirement of industries will be made in polytechnic courses.
Madhya Pradesh becomes leading light for country in skill development
Former Union Minister Shri M. Venkaiah Naidu said that there is no dearth of skill in Indian people. India has carved out identity among developed countries on the strength of its talent. He said that apart from common people, industrial houses should also become partner in the efforts for providing jobs through skill development. He exhorted industries to become partner in this work by discharging their social responsibilities.
Shri Naidu said that Madhya Pradesh has become a leading light for entire country through its initiative to link youths with employment by paying special attention to their skill development. He said that budgetary provision for skill development should be increased. Lauding initiative of Shri Chief Ministers Shri Shivraj Singh Chouhan, he said that he possesses talent, character and ability. He is emerging star of Indian political scene in real terms.
The former Union Minister said that India is an ancient country where foreigners visited to acquire knowledge. He said that India has the potential to become world guru. He said that progress has been speeded up through increasing of connectivity in every sector under the leadership of former Prime Minister Shri Atal Bihari Vajpayee. He said that progress of central India is vital for progress of the country. Madhya Pradesh is progressing fast with this in view. He said that Madhya Pradesh’s Chief Minister Shri Shivraj Singh Chouhan is working with the sole objective of developing the state.
Referring to unprecedented progress and development in Madhya Pradesh, Shri Naidu said that power is required for development and Madhya Pradesh has achieved the mammoth target of 24-hour power supply to villages. He said that one crore 30 lakh youths join the list of unemployed persons every year in India. Private and public sectors will have to work unitedly to tide over this situation. He said that skill development is employment in real terms.
Referring to requirement of skilled manpower in the country and state, Technical Education Minister Shri Laxmikant Sharma said that 5 crore youths will have to be made skilful in the country by 2030. He said that a target has been set in the state to impart skill development training to 15 lakh youths in next two years and 48 lakh youths during next five years. He said that Skill Development Mission will accelerate pace of development in the state and products manufactured by skilful youths of the state will be in demand in the country and state.
Confederation of Industries Western Region Vice-President Shri R. Mukundan said that 13 ITIs are being run by industrial units and houses affiliated to the federation in the state. He said that biggest merit of Madhya Pradesh is that about 1.50 skilled manpower is trained here which will be useful for industries. He said that more Skill Development Centres will be opened.
National Skill Development Mission Vice-Chairman Shri Jaikant Singh stressed the need for identifying skill available in the states like Madhya Pradesh and India. Describing Madhya Pradesh’s effort as Kumbh of skill, he assured that the National Skill Development Mission will extend every cooperation to Madhya Pradesh.
It is noteworthy that 1600 youths trained by technical institutions have been given appointments in various companies and industrial houses. As a token, the Chief Minister honoured some youths on the stage by giving away appointment letters to them. On the occasion, prizes worth Rs. one thousand each and citations were also given away to students having secured maximum marks in various trades in ITIs.
On the occasion, MoUs were signed for skill development with Automative Skill Development Council, Agriculture Skill Development and Security Skill Development Council.
Minister of State for Medical Education Shri Mahendra Hardia delivered the welcome address. Cooperatives Minister Shri Gaurishankar Bisen, Home Minister Shri Umashankar Gupta, former Chief Minister and Bhopal MP Shri Kailash Joshi, Chief Secretary Shri R. Parasuram, Additional Chief Secretary Technical Education Smt. Ajita Bajpai Pandey and a large number of youths from technical training institutions from various districts were present on the occasion. Earlier, the Chief Minister inspected stalls of various technical training institutions where information regarding new trades and employment opportunities is being given.
