No Apathy will be tolerated in Development and Public Welfare Works: CM

Bhopal. Chief Minsiter Shri Shivraj Singh Chouhan said that apathy will not be tolerated in development and Public welfare works. While setting the target and priorities of various departments, he directed the officials to prepare road map to implement it. CM Shri Chouhan was speaking in the joint meeting of Ministers and Senior Officers at Mantralaya today.

Shri Chouhan said that the officers should work with honesty, hard work and with seriousness to achieve the target of priorities and fixed targets. Budget of the departments which has not utilized will be deducted and given to other departments. He further said the he will himself review it department wise shortly.

Fixing the priorities of Education Department, Shri Chouhan mentioned that a praiseworthy work providing scholarship worth Rs. 507 crore to 81 lakh students in this year has been undertaken. He directed the officials to ensure presence of students, teachers training and effective system for valuation. He mentioned that to link performance of teachers with salary increase and transfer will be considered.

CM, Ministers, Public Representatives and Officers Will Undertake Teaching

CM Shri Chouhan mentioned that he himself, Ministers, MLAs, Corporators, other Public Representatives, Officers and Police Officers will teach students on January 28. This unique initiative will be taken at the same time in all the One lakh 21 thousand schools of the state. Similarly, calendar will be prepared to undertake teaching in future. Shri Chouhan further said that arrangement to give cycles, lap tops and smart phones to the students will be continued. Also to give uniform and provision of cycles for students residing in villages located at two kilometer distance will be considered next year.

Shri Chouhan said that at least one university of the state will be made as the number 1 University of the Country and One university will be made as specialised University. PPP mode will be utilized under the students residential scheme. Vidhyarthi Panchayat will be organized on January 12 at Bhopal and panchayat for technical students will also be organized in March. More trades will be started in order for betterment of Industrial Technical Institutes under the Skill Development Mission. Seven lakh 50 thousand youths of the state will be trained.

Villages having One hundred Populations will be Connected with Roads Around the year

CM Shri Chouhan said that the state has to achieve first position in the country in ODF under the Swachchta Bharat Abhiyan. He gave directives to prepare overall scheme to ensure land for plantation in every village, to link villages having 100 population with concrete roads through out the year till 2018. Similarly, Shri Chouhan directed to ensure linking of all the districts with Livelihood Mission, to strengthen women self help groups under Mission Mode, construction of muktidhams in villages beside construction of sports grounds and One water body. Furthermore, Shri Chouhan gave directives for management of solid waste in villages having 5 thousand population and to ensure sitting place for craftsmen beside to help them in getting loan from the banks.

Deendayal Thali System will Be Introduced Shortly in Cities

Chief Minister Shri Chouhan said that the programmes will be organized in all the 378 cities of the state to provide benefits to the beneficiaries on February 3. He and Ministers and other Public Representatives will participate in the programme. Every city will be made free of open defecation till March 2017. He gave directives to make arrangement towards management of solid waste in all the cities, to construct 5 lakh low cost houses till March 2018 and to make integrated system for sewage in cities having One lakh population. He said that heritage conservation will be ensured in the cities of Madhya Pradesh like Golden Temple of Amritsar. Deendayal Thali system to provide low cost food to the poor will be started shortly in the cities having One lakh population in the first phase. Similarly, such places will be ensured where people can donate usable items to provide them to needy persons free of cost.

Bypass Surgery Arrangements will be made at Hospitals of Medical Colleges

Shri Chouhan mentioned that all the district hospitals of the state will be made better than than private hospitals. Arrangements of bypass surgery and cancer treatment will be ensured in all the hospitals of the medical colleges. He clearly stated that free medicines to common man, treatment and provision of food is the priority of the government.

Lauding the Ladli Laxmi Yojna and Lado Abhiyan, Shri Chouhan said that Shouryadal Programme will be expanded and Beti Bachao Yojan will be made more effective. He emphasised the need for effective steps to eradicate malnutrition. Similarly, he directed the officials to prepare a wide package for socio-economic empowerment of SC and ST categories. In the same manner, he gave directives to prepare overall development scheme for backward class and minority category and to ensure implementation of announcements made for the welfare of Nomad and Semi Nomad tribes.

Micro Irrigation will be Encouraged

Shri Chouhan directed for construction of roads keeping in account quality and within stipulated time besides intensive monitoring. He said that more focus will be laid in districts which have insufficient arrangements for irrigation. Also., micro irrigation will be encouraged and to revive closed lift irrigation scheme. Similarly, Shri Chouhan directed to continue the Nal-Jal schemesto provide potable water and to continue work of group Nal-Jal Schemes.

Shri Chouhan issued instructions to form integrated plan of animal husbandry, fisheries, sericulture, dairy, horticulture, agriculture and irrigation for increase in farmers’ earning. He also said that there should be no difficulties in providing grant to farmers. He instructed to develop ten ideal clusters, revive milk cooperatives societies, create new milk routes for new committees, promote Sanchi brand and construct markets for sale of fisheries.

Expansion of Cooperatives to be done

Underlining need of expansion of cooperatives movement, Shri Chouhan said that action plan should be made for reviving district cooperatives banks and cooperatives bank should be connected with core banking. He said that no eligible beneficiary should be left from public distribution system for fair price ration. Arrangements should be made for wheat procurement. He said that plan should be executed to bring on ground the investment proposals received in Global Investors Summit. Execution on ease of doing business and single window system should be ensured. The Chief Minister asked to provide benefit to new beneficiaries in Yuva Udyami Yojana and activate venture capital fund.

Machines not to be used in sand excavation

The Chief Minister issued strict instructions to curb illegal mining and not to use machines in sand excavation. Instructions were issued to replace inactive transformers in time frame and promote solar energy. Appreciating Deendayal Vananchal Seva Yojana introduced by forests department, he said that all necessary arrangements should be made to provide protection to wildlife. Shri Chouhan underlined need to change rural transport system considering problems faced by common people and issued instructions to take necessary measures in this regard.

Water tourism to start in Bargi, Gandhi Sagar and Ban Sagar

Shri Chouhan instructed to hold mass marriage ceremony in each assembly segment under Mukhyamantri Kanya Vivah- Nikah Yojana, make arrangement for food, residence and education of orphan and distribution of destitute pension on time. He asked to ensure sports training at regional level and preparations of state’s players for next Olympics. The Chief Minister asked one minister to be accompanied with elders in trains under Mukhyamantri Tirth Darshan Yojana. Appreciating tourism department’s working, the chief minister said that water tourism would be promoted at Bargi, Gandhi Sagar and Ban Sagar.
