Highlights: Madhya Pradesh Budget 2009-10

Following are the highlights of the state budget tabled in the Madhya Pradesh Assembly by Finance Minister Raghavji on Friday.

The budget makes significant provisions for drinking water and the welafre of the girl child under various schemes such as the ‘Ladli Lakshmi Yojana’ and ‘Kanyadaan’ apart from thrust on agriculture, infrastructure, industry, health and education.

Infrastructure Development

• Rs. 2489 Cr. for road construction with a target of 2367 km roads to be added this fiscal.

• 706 KM new road length to be added with Private participation and construction of 1833 KM road with assistance from the Asian Develoment Bank (ADB).

• Budget allocation to irrigation projects to be upped by Rs. 627 Cr.

Rural Development

• State to incur an expenditure of Rs. 5137 Cr. as contribution to the National Rural Employment Guarantee Act.

• Rs. 546 Cr outlay for development of backward regions under Backward Region Grant Fund.

• 95 Cr expenditure planned for Rural Livelihoods Programme.

Industrial Investment

• Rs. 9 Cr investment in Delhi Mumbai Industrial Corridor.

• Udyog Mitra Yojana to be extended by one year.

Agriculture

• Rs. 90 Cr. allocated for bonus on MSP to farmers for wheat procurement

• Target of Rs. 4200 Cr. for short term crop loan.

• Target of Rs. 275 Cr. for long Term crop loan.

• Rs. 48 Cr. allocation under National Agriculture Insurance Scheme.

Education

• 684 middle schools get new buildings and 18500 additional rooms.

• Recruitment of 28000 teachers.

• Rs. 30 Cr. allocation for National Institute of Fashion Technology NIFT.

• Scholarships to boy students hiked to Rs. 500 p.m. and the same for girl students to Rs. 525 p.m. for students belonging to SC/ST categories enrolled in PET/PMT coaching.

• A Rs. 500 p.m. scholarship to students with multiple disabilities.

• Rs. 8000 per month scholarship for research studies to handicapped students.

Health

• Rs. 47 Cr. allocation under Deendayal Antyoday Yojana.

• 161 SHC, 72 PHC, 15 CHC and 10 district hospital buildings to be completed.

• Rs. 25 Cr. allocation for Zila Bimari Sahayta Nidhi.

• Rs. 113 Cr. allocation under National Rural Health Mission.

• 6000 new posts sanctioned for hospitals.

• 4400 new beds sanctioned for district hospital.

Women and Child Welfare

• Another 9691 Anganwadis and 9820 Mini Anganwadis to be started this year.

• 86 new ICDS projects to be started this year

• Rs. 781.84 Cr. allocation for nutritional food under ICDS.

• Provision of Rs. 276 Cr. for Ladli Laxmi Yojna.

• Provison of Rs 68 Cr. for free bicycle to girl students.

• Provison of Rs. 25 Cr. for CM Kanyadan Yojna.

Law & Order

• Establishment of additional Police Stations in Urban Areas.

• Establishment of Anti-Terrorist Squad.

• 10 % increase in Police Department budget over last year.

Other Important points

• Provision of Rs. 789 Cr. for Social Security Pension & National Social Assistance programme.

• Provision of Rs. 10 Cr. for CM Majdoor Suraksha Yojna.

• Provision of Rs. 740.89 Cr. for drinking water.

• Provision of Rs. 1.89 Cr. for JNNURM.

• Rs. 2 Cr allocation for establishing Rural Technology Application centre.
