Fresh directives for monitoring and supervision of ICDS projects

Bhopal: The State Government has issued fresh directives to all the District Collectors and Women & Child Development Officers regarding constant monitoring and regular supervision of Integrated Child Development Scheme projects. Responsibility of supervision has been entrusted include Divisional Joint Directors, District Programme Officers and Child Development Officers as well as Supervisors.
The Divisional Joint Directors of the Women & Child Development Department have been asked to tour districts for minimum eights days a month. Directives have been issued to inspect one district office, take meeting of supervisors once a month, visit eight anganwadi centres followed by visit to the District Collector. They have been directed to inspect all the district offices, anganwadi training centres in the division, government and government-aided private institutions during the year. Directives have also been given to ensure implementation of district-level strategy for management of malnourished children.
The District Programme Officers will also undertake tours eight days a month and every Tuesday and Friday. They will visit minimum one project office in a month and inspect godown of nutritious diet. They will visit nutrition rehabilitation centres, obtain list of discharged children and ensure follow-up action. Child Development Officers will undetake visits to project areas minimum 12 days a month and discharge their duties on remaining days in their offices. As per roster, they will give insight on rural health and nutrition every Tuesday and Friday. They will also get monitored responsibilities entrusted to supervisors. During house visits, they will advise families of extremely low-weight children regarding health and nutrition.
The supervisers will undertake tours 12 days a month and every Tuesday and Friday. They will visit all the anganwadi centres minumum once in two months in the sector. During the period, they will ensure that anganwadi centres are opened and closed on time and cent percent children attend them. Besides this, they will also ensure maintenance of centres’ records, weighing of children and maintenace of their growth charts. During home visits, they will give advice on health and nutrition, ensure follow-up of children discharged from NRC and get implemented the district-level strategy for malnourished children’s management.
Officers have been directed to select such anganwadis while chalking out tour programme where index is weak and angawandi workers need more guidance. If they find any difficulty in running of anganwadi centre, they will send a written report to Project Officer, who will redress it at the earliest or if the problem is of high-level, he will acquint the District Project Officer within three days. The District Project Officer get the problem redressed through the Collector or Divisional Joint Director.
Sector Supervisor will be held directly responsible if any complaint is received about irregularity or mismanagement in running anganwadis. Action will be taken against Child Development Project Offier on receipt of complaint. Similarly, District Programme Officer will be held responsible if complaint is received against Child Development Project Officer and Divisional Joint Director for complaint against District Programme Officer. They will also be liable for departmental action for failure to keep control over subordinate staff. Except Supervisors, all other officers will post details of their tours on departmental website www.mpwcdmis.org by the 10th of every month.
