Drive to provide residential pattas to be accelerated during Poor Peoples Welfare Year

Bhopal. Chief Minister Shri Shivraj Singh Chouhan has said that Poor People’s Welfare Year is being observed this year to mark 125th birth anniversary of framer of Constitution Dr. Bhimrao Ambedkar and propounder of Antyodaya Philosophy Pt. Deendayal Upadhyay’s centenary. During the year, welfare works for the poor will be accelerated. The campaign to provide housing pattas to houseless families in rural and urban areas will be accelerated.

In his message to people of the state on Republic Day, Shri Chouhan said that Madhya Pradesh is among fastest growing states of the county. He said that the state government is working earnestly to ensure good governance in accordance with spirit of framers of Constitution. Progress, prosperity and development of every section of society is top priority of the state government. He urged citizens to partner in efforts to accelerate pace of development, help maintain atmosphere of peace and prosperity and discharge their constitutional duties.

The Chief Minister said that the state government is committed to ensuring social and communal harmony. Strict action would be taken against those trying to foment unrest and disrupt communal harmony.

Referring to state’s unprecedented progress in every sector, Shri Chouhan said that Rs. 1500 crore loan has been distributed to 2.75 lakh beneficiaries under Pradhan Mantri Mudra Yojana. Madhya Pradesh stands first among big states to achieve target under Pradhan Mantri Jan-Dhan Yojana. Now, 1.50 crore families have bank accounts in the state.

The Chief Minister informed that 110 percent increase has been registered in agriculture production in the state during last one decade. Madhya Pradesh has been adjudged best agricultural state and given Krishi Karman Award for consecutive fourth time. State is first in the country in certified area under organic farming.

The Chief Minister informed that loans about Rs. 11.50 thousand crore has been distributed to farmers by December last year. Crop loss compensation worth about Rs. 4600 crore is being deposited directly in farmers bank accounts.

Referring of achievements in irrigation sector during last one decade, Shri Chouhan said that area under irrigation has increased to 36 lakh hectares now. Adequate water will be available during Simhastha this year due to Narmada-Kshipra-Simhastha Link Project. Work has been started on Rs. 2,187 crore Narmada-Malwa-Gambhir Link Project. A target has been set to irrigate 40 lakh hectares by year 2018. State now stands fourth in milk production in the country. Sanction has been granted to set up ‘National Kamadhenu Breeding Centre’ in the state.

Power availability 16 thousand MW

All non-agriculture consumers are being supplied electricity 24X7. For agriculture purpose, power is being supplied for 10 hours daily. Power availability from all sources is 16 thousand MW in the state. During last 3 years, subsidy worth Rs. 13 thousand crore has been made available to supply subsidized power to farmers. The Chief Minister informed that 1988 MW capacity of new and renewable energy has been set up in the state and 9000 MW capacity is under construction.

Referring to industrial progress, the Chief Minister said that 30,000 micro, small and medium industries have been set up in the state this year and over 52 thousand youths have secured jobs in industries. New schemes have also been launched for labour welfare.

Toilets in 50 lakh households

Referring to effective implementation of Swachchh Bharat Mission, Shri Chouhan said that toilets have been constructed in 50 lakh households. A target has been set to make all 52 thousand villages open defecation free in the state.

Regarding expansion of roads, the Chief Minister said that so far 4800 km long new roads have been constructed this year. About 15 thousand habitats have been connected with rural roads. Under Mukhyamantri Gram Sadak Yojana, work is underway to connect 7000 villages with about 15 thousand km long roads. Accident response system and traffic management centre are being set up to make national highways safe.

e-Loan Books to be provided

Referring to changes in revenue administration, Shri Chouhan said that now e-Loan Books will be provided to farmers on nominal fee. Powers to dispose of undisputed cases of mutation and partition of property would be delegated to Gram Panchayats. New policy of patta renewal in urban areas will be chalked out.

Cities to be transformed

Reiterating resolve to transform cities, Shri Chouhan informed that proposals regarding 7 cities to be developed as Smart Cities have been sent to the Centre. Action plan is being chalked out to make other cities Smart Cities, too. Reiteriating resolve for houses to all, the Chief Minister said that 5 lakh houses will be constructed for the urban poor by year 2018. He said that over 5 crore devotees are expected to attend Simhastha-2016. Elaborate action plan costing about Rs. 3200 crore has been sanctioned to ensure better facilities for devotees. Development works on such a large scale have been undertaken at Ujjain for the first time. These are changing face of the Holy City, he added.

Referring to resolve for development of SCs and STs, the Chief Minister said that funds exceeding ratio of SC and ST population is being earmarked in state plan. Those who have not got forest title deeds, their cases are being reviewed and eligible families will be provided the same. Due to making online, over one crore 10 lakh digitally signed caste certificates have been issued so far.

Due to novel women’s empowerment efforts, women have been given 33 percent reservation in all government departments except Forest Department. Beti Bachao Abhiyan has now become a mass movement. So far, 21 lakh girls have benefited by Ladli Laxmi Yojana. Similarly, 3 lakh 60 thousand girls have been benefited by Mukhyamantri Kanyadan and Nikah Yojana. Under Lado Abhiyan 78 thousand child marriages have been prevented.

Cancer treatment in every district hospital

Access of every citizen to health services has yielded encouraging results. Rate of institutional delivery has increased to 90 percent. Free dialysis and chemotherapy arrangements for cancer treatment have been made in all district hospitals. Virology labs will be set up at Bhopal, Gwalior, Sagar, Indore, Rewa and Jabalpur medical colleges. Referring to wildlife conservation efforts, Shri Chouhan said that work of developing world’s first white tiger safari has been completed in Rewa. A 6-year higher education reform scheme has been chalked out with 430 Million Dollar assistance from World Bank. Mukhyamantri Shala Jyoti Scheme will be launched for electricity in all government primary and middle schools. In view of need for expansion of technical education, engineering colleges will also be opened from current session at Jhabua and Shahdol. ‘Karigar Samriddhi Yojana’ has been introduced to certify informally trained persons.

Attaching top priority to good governance, Shri Chouhan said that guarantee of 161 services of 23 departments has been given under Public Services Delivery Guarantee Act. Of these, 107 services are online. Referring to ‘semiconductor fabrication investment policy’ to create job opportunities in IT sector, the Chief Minister said that IT parks are being constructed at Indore and Bhopal.

Referring to Dial 100 Service for quick police response, Shri Chouhan said that State Security Force has been constituted and 2 new battalions have been constituted in Singrauli and Rewa districts.
