Madhya Pradesh delivers budget for all

Great relief came in the form of not imposing any ‘new tax’ on the public was announced in the budget for the year 2023-24, Finance Minister Jagdish Deora presented the last budget of the present BJP government on Wednesday.               In the budget, efforts have been made to attract young and women voters. Under the Mukhyamantri Balika Scooty Yojana, e-scooties will be given to girl students who have passed class 12th in first division with a provision of Rs 25 Crores.

A budget of Rs 929 Crore has been kept for Ladli Laxmi Yojana. Under the Ladli Bahna Yojana, women will be given Rs 1000 per month.

There is a provision in the budget to give government jobs to 1 lakh unemployed. 200 youths will also be sent to Japan for employment. The government will now provide airways for pilgrimage and Rs 50 Crore has been sanctioned under Chief Minister’s pilgrimage scheme.

Shri Devi Mahalok in Salkanpur, Sant Ravidas Memorial in Sagar, Ramraja Lok in Orchha and Divya Vanvasi Ram Lok in Chitrakoot will be developed. A provision of Rs 358 Crore has been kept for this.

The Total Appropriation of the budget is Rs. 3,14,025 Cr with an increase of Rs. 34,788 Cr (growth rate of 12.5%) from the previous year’s budget of Rs. 2,79,237 Cr.  The state GSDP is expected to grow at 10% nominal rate, which is similar to the expectations of growth rate for the country.

The state is expected to have a Revenue Surplus of Rs. 413 Cr for the FY 2023-24 against Revenue deficit of Rs. 3,736 Cr in last year’s Budget estimate. The Revised estimate for FY 2022-23 is estimated to be a Revenue surplus of Rs. 1,499 Cr.                                                              To achieve the objective of self-reliance in women, a support of Rs 1000 will be made per month under “Mukya Mantri Laadli Behna” scheme with provision of Rs 8000 Crore.

The outcome of schemes like Laadli Lakshmi has resulted in favourable gender ratio 956 in year 2021 from 927 in year 2016 which encouraged provision of Rs 922 Crore is made.

Total budget provision for the gender budget is Rs 102976 Crore.                                    Mukhyamantri Kaushal Apprenticeship Scheme providing stipends to One Lakh youth for apprenticeships in industries with a provision of Rs 1000 Crore would be commenced.

The government aims at facilitating the youth for self-employment. The budget provision for self-employment scheme including women, SC, ST and OBC is Rs 350 Crore.

To improve the quality of education, 9200 high quality and multi facility CM-Rise schools will be established in coming years. The budget provision for the scheme is Rs 3230 Crore for year 2023-24. In the state 25 Medical colleges will become functional in 2023-24.

A budget provision of Rs 38375 Crore is proposed for education in the year 2023-24, 17% higher than the previous year.

Total budget provision on health is proposed Rs 30741 Crore (including women and child development).

For Infrastructure Development, works of roads and bridges of estimated project cost of Rs 28624 Crore (by Public Works Department) and Ken-Betwa link project with estimated project cost of Rs 44600 Crore will prove to be a lifeline for Bundelkhand region.

This year the budget provision for the capital expenditure is Rs 56256 Crore, highest in the history of the state.

Renewable energy in the state increased to 5875 MW in the past 10 years. A wind and solar hybrid project of 750 MW capacity worth Rs 4,000 Crore is being set up for electricity generation.

To boost the agrarian economy, a total provision of Rs 350 Crore is proposed in the year 2023-24. Also, equity infusion in cooperative banks is proposed with provision of Rs 1500 Crore.

“Bhagwan Birsa Munda Swarozgar Yojna”, “Tantya Mama Arthik Kalyan Yojna” and Chief Minister’s Scheduled Tribes Special Project are being run for the tribal youth for self-employment.

The state government has a target of providing scholarships to about 23 lakh students of the Scheduled Castes.

For year 2023-24 total provision of Rs 36950 Crore and Rs 26087 Crore are proposed under Tribal Sub Plan and Scheduled Caste Sub Plan respectively.
