2013 to be made historic year for development and public welfare

Bhopal: Chief Minister Shri Shivraj Singh Chouhan has said that like last year, 2013 is also to be made historic year from the point of view of development and public welfare. Shri Chouhan has directed all the departments to chalk out action plan for good governance. Chief Minister Shri Chouhan was addressing a joint meeting at Mantralaya here today. Members of the Council of Ministers, Chief Secretary, DGP, Principal Secretaries, Secretaries and heads of departments were present at the meeting.
Extending New Year greetings at the meeting, Chief Minister Shri Chouhan exhorted that Team Madhya Pradesh should work to further improve living standard of the state’s people. Making State Government’s priorities clear, he said that very good work has been done in irrigation sector last year due to which 18 percent agriculture growth rate could be achieved. He directed to increase irrigation potential upto 24 lakh hectare area in the New Year and exploit every possibility in irrigation sector and start the work of linking Gambhir river with Narmada apart from Khan River project. Stressing on priority of better roads, he said that all roads in the state should be good. About power, he said that 24-hour power supply should be started in phases in districts from January. Feeder separation work should be completed with quality within prescribed time-limit. He said that power supply timings should be changed so that farmers do not have to work in their fields under extremely cold conditions.
Develop network of small and cottage industries: Chief Minister Shri Chouhan said that work should be done keeping 18 percent agriculture growth rate in view with the objective of making agriculture profitable. Work should also be done keeping in view immense potential in horticulture, milk production and fisheries sectors. Necessary amendments have been made in the policies pertaining to industrial sector. He directed for constant monitoring of MoUs signed during Global Investors Summit and develop a network of small and cottage industries. He said that good work has been done in skill development sector, but there is still scope for more works.
Schemes for welfare of poor State Government’s priority: The Chief Minister said that welfare works for the poor is an important priority of the State Government. He directed to implement these schemes effectively with priority so that people’s living standard is improved. He said that commendable work has been done in the state in women’s empowerment sector. Shri Chouhan directed to work towards preventing violence against women completely. Women’s Helpline should remain operative 24 hours and prompt action should be taken on complaints received by it.
DSP to investigate cases in each district: Chief Minister Shri Chouhan said that a DSP-rank officer will be appointed as investigation officer in each district with a view to putting an effective check on crimes against women. Charge-sheet will be filed within two weeks. Convicts of such offences will not be given government job. Besides this, their driving licences will also be cancelled.
This year to be important for development of villages: Chief Minister Shri Chouhan also directed to work by focusing attention on Panch Parmeshwar Yojna, Maryada Abhiyan and dwelling huts pertaining to rural development. He said that 2013 will be significant for development of villages. Good results will also be yielded by urban development works through implementation of the Urban Infrastructure and Development Mission. Describing health and education as important, he said that Free Medicine Distribution Scheme should be monitored constantly. Village Health Committees should also be activated. Availability of doctors should be ensured in rural areas.
Tourism sector has potential for employment: Chief Minister Shri Chouhan said that tourism is a sector with maximum potential of employment. Work should be done in this sector speedily. He directed to chalk out loan guarantee and subsidy schemes for this sector at the earliest. He said that the novel practice of Panchayats for direct dialogue with people will be continued in the New Year. All the construction departments should impart contractor’s training for making available employment. All the departments should implement Public Service Delivery Guarantee Act effectively. Funds meant for development should be spent timely. Better efforts should be made to disseminate education. Moral education should be included in it. He directed to make advance arrangements for procurement and ensure core banking in cooperative banks.
Prime Minister congratulates for good works in development sector of Madhya Pradesh: At the meeting, Chief Minister Shri Chouhan informed that the Prime Minister had congratulated Madhya Pradesh at the recent meeting of National Development Council in New Delhi saying that good work is being done in the state. The Chief Minister gave its credit to entire team. He said that eyes of entire country are set on the development works being done in Madhya Pradesh. Last year, the state received United Nations Service Award for Public Service Delivery Guarantee Act. The same year, the state received a number of awards for achieving historic 18 percent agriculture growth rate. The President will felicitate the state on behalf of the Union Government on January 15.
